National Administrative and Finance Officer (NAFO)-BRIGHT Project
Context and background The International Fertilizer Development Center (IFDC) is an independent non-profit organization that combines innovative research, market systems development, and strategic partnerships to spread sustainable agricultural solutions for improved soil health, food security, and livelihoods around the world.
IFDC is recruiting for the above project in Uganda.
‘Building Resilience and Inclusive Growth of Highland farming systems for rural Transformation’ (BRIGHT) will target over 100,000 Ugandan highland households in Kigezi, Mt Elgon, and Rwenzori regions, building project interventions from the ground up that are based on the aspirations and needs of targeted farming households and communities. BRIGHT seeks to build the resilience capacity of farm households and the farming systems to recover from external shocks in an ever-changing context through absorption, adaptation, and transformation and, in so doing, increase incomes and food and nutritional security of all farmers, from subsistence-oriented farm households to more market-oriented ones.
The proposed project aims to achieve the following main impacts:
1. Increased resilience, nutritional outcomes, and income for smallholder farm households; and
2. Increased eco-efficient farming, making sustainable use of and protecting natural resources
IFDC is seeking to recruit a qualified individual to fill the position of NAFO for the above project, to be based in Fort Portal field offices.
Position summary The National Administration and Finance Officer will be a national position and reports to the Project Manager and technically to the IFDC ESA Regional Finance Officer. He/She will be based in IFDC Fort Portal offices.
Duties & Responsibilities. 1. Ensure monthly fund request is prepared and submitted on a timely basis;
2. Manage the countries Payroll and ensure staff salary and benefits are paid in a timely manner while ensuring that all legal requirements regarding employment of staff are implemented (social security, income tax, work schedule
3. Ensure that country office accountant/s are given the required support and guidance in NetSuite and ensure that the monthly accounting is closed on a timely manner.
4. Offers support to the HQ Accountants and answers all finance and accounting related queries and reconciliations requested.
5. Serve as contact point between IFDC Country Office, Field Program office and HQ regarding Administrative, and Finance issues.
6. Review and analyze all management reports, (vehicle management, procurement status, inventory, physical verification of inventory process, and other related management reports) and give feedback and recommendations to Country Director
7. Oversee the day to day administrative functions of the office and its satellite offices
8. Schedules appointments and meetings for the Project Manager
9. Supervise the Administrative and Finance staff in country office;
10. Ensure the staff understand and observe IFDC Procedures Manual;
11. Conduct induction session for newly recruited staff;
12. Maintain staff files of local staff and consultants;
13. Ensure all staff submits their timesheets at the same time ensure the timesheets for international staff are sent to HQ and keep up to date record of the hard copies;
14. Monitor leave requests from staff and inform all team members about absences;
15. In close collaboration with the project administration officer, ensure general day-to-day project administration, including but not limited to purchase of equipment and services, organization of travels, logistics for project activities;
16. Assist the country staff in organizing the annual evaluation of local staff
17. Support the projects in review of the partners and subgrantees financial reports ensuring compliance.
18. Ensure financial integrity of the office by instituting appropriate internal controls;
19. Serve as contact point between IFDC Office regarding Administrative and Finance issues;
20. Monitor the implementation of the project budget as per project guidelines provide regular analysis to the Project Manager on budget areas of potential over/underspend
21. Monitor the accounting and compliance with expenditure authorization requirements from requisitions through Field Programs office approvals to complete support document trails
22. Support HR department in HR related matters as requested.
23. Supervise office logistics: procurements and yearly inventory and travel arrangements for staff;
24. Provide support to the Project Manager on all other administrative and financial issues;
25. Perform any other duties deemed necessary and requested by the supervisors;
Supervision and team collaboration The NAFO is supervised by and reports to the Project Manager while technically reporting to the IFDC East and Southern Africa Regional Operations Officer. The NAFO will supervise the Office Accountant, Partnership and Grants Officer, Finance and Admin Assistant, and the office drivers.
Position and duty station This is a national position with a duty in the Fort Portal field offices.
The position requires minimal travels (About 20% of the time) in target regions in Uganda and may require some international travel to other IFDC countries.

Required Experience • Master’s Degree in Business Administration, Finance Management, Accounting or any other related field and capacity for detail
• At least 10 years of experience in accounting
• Practical experience in the management of donor funded projects in the NGO sector;
• Strong computer skills with experience in MS office software and internet;
• Proficiency in English, both in verbal and written communication;
• Ability to communicate in French, as a second language, would be a added advantage;
Communications Manager-BRIGHT Project

Position summary
The Communications manager will be a national position and reports to the Project Manager. He/She will be based in the IFDC Fort Portal office. The Communications Manager will be responsible for strategic communication in the planning and delivery of the BRIGHT project. S/he will be supported by IFDC headquarters communications and knowledge management staff.
Duties & Responsibilities.
1. Coordinate the collaborative design and implementation of project communication strategies and helping to keep them up to date.
2. Maintain regular social media presence for the project
3. Supporting technical staff in designing and producing audio, video, and visually oriented training materials.
4. Preparing articles and success stories illustrating project(s) approaches and achievements.
5. Liaising with the media by promoting and maintaining contacts with local, regional and national media.
6. Assisting in developing all report and other promotion documents such as monthly briefs and intervention fact sheets – editing, formatting, illustration and graphics.
7. Organizing the project(s) photo and video library.
8. Collecting feedback on, and evaluating the impact of, communications activities.
9. Developing and coordinating the production of radio and video infomercials.
10. Organizing promotional events, media campaigns and press releases to promote project themes, messages, and achievements.

Required Experience
1. A degree in public and media relations or other relevant qualification.

4. Computer skills in word processing, PowerPoint, image editors, desktop publishing and other graphic software.
5. Proven skills in video and audio program-making.
6. Skills in event management, and strong interpersonal relations.

8. English spoken, writing and editing skills. A good knowledge of one or more of the local languages in Uganda is advantageous.
Deputy Project Manager-BRIGHT Project

IFDC is seeking recruitment for a Deputy Project Manager Position to be based in Mbale for the above project.
Position summary
The Deputy Project Manager assists the Project Manager to lead and manage the planning, inception, implementation, closing and the workforce of the project, within scope, budget, timeline, and acceptable quality levels along the commitments specified in the contracts signed with the donor(s) and other relevant stakeholders. The Deputy Project Manager will supervise all technical leads and be responsible for field-level coordination, including direct management of the Farmer Household and Farming Systems Lead, the Sustainable Land Use and Crop Production Lead, the Market and Value Chain Development Lead and the Nutrition Lead. The DPM will report to the PM and be based in Mbale. The DPM will also lead on rehabilitation of rural feeder roads and preparation of co-investments with the grant fund (which will be reviewed by the PM), based on input from all of the Leads that report to him or her
Main tasks and responsibilities
• Coordinate and implement scoping and brokering activities to identify new partners for the project.
• In consultation with the project manager, provide technical leadership, oversight and coordination for the project technical components related to climate smart interventions.
• Lead on the identification, design, and implementation of rehabilitation of rural feeder roads and preparation of interventions under the grant and partnerships fund to be approved by the PM
• Ensure formative partnerships are effectively evaluated and engaged per programming design criteria, and that any partnership agreements are fully vetted and validated in coordination with the project finance and admin personnel, technical staff, under the direction and oversight of the Project Manager.
• Support the project manager and the management team to develop and ensure good working relationships with key regional and national partner organizations, including local authorities.
• Develop synergies with other IFDC projects/ initiatives and with other programs in the country.
• Contributes to internal and external knowledge development, by full documentation and sharing of project insights and results. Develops knowledge by attending workshops and conferences. Ensures lessons learned are shared and applied in daily practice.
Supervision and team collaboration
The deputy project manager is supervised by and reports to the Project Manager. She/ he works in close collaboration with IFDC Regional support team, IFDC staff members & colleagues from other project consortium members. The Deputy Project manager will supervise Financial Inclusion Manager, Gender & Youth Manager, Farm House Hold & Farming Systems Lead, Sustainable use and Crop Production Lead, Market Value Chain Lead & Nutrition Lead.
Position and duty station
The deputy project lead is a national position with a duty in the IFDC offices in Mbale
The position requires intensive travels (up to 50% of the time) in target regions in Uganda and may require some international travel to other IFDC countries.
Required Experience
• Holds a master’s degree in Agriculture, agribusiness, international development, natural resources management or any other related course.
• At least 5 years of experience successfully leading management of technical components of complex, results based, international rural agricultural development and resilience programs
• Demonstrated experience (>3 years) in providing Technical Assistance to governments, development partners and private sector on climate smart and resilience based interventions, including design and implementation of job creation projects with particular interest in women and young people.
• Demonstrated ability to organize advocacy and strengthen the capacity of private sector associations to advocate for a more favorable regulatory environment.
• Demonstrated ability in the concepts, principles, methods and techniques of climate smart sector development activities, sustainable land management, and farming systems approaches including training, capacity building, agribusiness development extension services and the technical activities mentioned above for agribusiness and rural agricultural development.
• Demonstrated skills in effectively collaborating with host governments, regional institutions, donors, and development partner projects, local organizations, private companies and other partners.
• Ability to successfully manage and develop staff as demonstrated by past experience.
• Ability to manage partners, sub-contracts and grant making programs with all required reporting requirements.
• Ability to perform internal control functions to manage day-to-day operations of the project.
• Ability to communicate effectively in writing and orally in small audience and large audience settings.
• Fluency in written and spoken English is required.
Monitoring, Evaluation, Learning and Sharing (MELS) Manager -BRIGHT Project

Position summary
The MELS Manager will track and capture progress of program results, which is vital for accurate reporting, adaptive management and ensuring the transparency of program performance for the Netherlands Embassy, project partners, and beneficiaries. The MELS Manager will also assist with the adaptive management as well as oversight and technical inputs for the delivery of action research products and reports. The MELS Manager will be based in Fort Portal.
Main tasks and responsibilities
• Develop and implement the project’s MELS system, including developing and refining indicators; setting targets; monitoring project progress; ensuring timely data collection; writing quarterly and annual reports.
• Provide inputs to the technical team by assisting in developing program goals and objectives; MEL systems, tools, and strategies, including database(s); and providing monitoring data to inform the decisions on project performance and future direction to the project.
• Regularly produce high-quality reports on the results of the project against the project goals and objectives to the project management team, and others as needed.
• Collaborate with the technical and management teams to identify essential project activities, processes, and outcomes to document, and design a system for capturing lessons learned and best practices
• Develop a clear roadmap of M&E objectives and related activities to be integrated into the project planning and budgeting cycles.
• Ensure overall coordination and streamlining of M&E activities in the operation and harmonization of indicators
• Support the development of results chains for each activity that maps out how the activity generates outcomes and impact in line with the project theory of change.
• Develop a tailored monitoring and results measurement plan for tracking performance of the results chains.
• Build capacity of project staff and Implementing Partners (IPs) in data collection, reporting and overall monitoring and evaluation.
• Ensure the coordination of learning agenda activities as well as oversight and technical inputs for the delivery of action research products and reports.
• Effectively inform project leadership, key personnel, partners and the donor advisory committee in making vital adjustments for maximizing project effectiveness.
• Design standard data collection and survey tools based on project needs and conduct pre-tests and adjustments for uniform comprehension.
• Ensure compliance with International Aid Transparency Initiative (IATI) standards and reporting
• Contribute to planning and execution of baseline, mid-term, annual surveys, and impact evaluation studies at household level.
• Provide guidance on data collection, measurement, and sampling methodologies to ensure quality data is collected and entered into the project database.
• Maintain data storage, data quality and conduct data analysis
• Support the development of work plans and annual reports.
• Assure quality of trainings and other activities delivered by local partners and compose reports of observations and recommended actions.
• Seek advanced technical support from and collaborate with regional and global monitoring and evaluation advisors for overall coordination of priority M&E activities.
• Perform other related duties as required.
Supervision and team collaboration
The MELS manager is supervised by and reports to the project manager. She/ he works in close collaboration with project colleagues, other IFDC staff and colleagues from other project consortium members. The MELS Manager will supervise 2 MELS Officers who will be based in Mbale and Kabale field Offices.
Position and duty station
This is a national position with a duty station in the Fort Portal field offices.
The position requires intensive travels (up to 50% of the time) in target regions in Uganda and may require some international travel to other IFDC countries.
Required Experience
• Advanced degree in a relevant discipline (statistics, evaluation science, demography , social sciences, political science, or other related degree);
• Post graduate Diploma in Monitoring and evaluation is a added advantage.
• At least 3 years of demonstrated experience designing, and implementing monitoring and evaluation activities in developing countries
• Excellent command of monitoring and evaluation methodologies including research skills.
• Previous experience implementing and managing a rigorous M&E system including experience in setting up systems and rolling out performance monitoring frameworks is required; experience managing Management Information Systems (MIS) is strongly preferred
• Knowledge of data collection protocols to ensure accurate data collection and verification; ability to identify data trends and communicate this information for strategic decision-making in program implementation
• Excellent organizational, verbal and written communication skills to manage project communications and disseminate project information are required
• Excellent skills in MS Excel, Word, PowerPoint; proficiency in MS Access preferred and Knowledge of other statistical packages like SPSS, STATA has an added advantage.
• English language fluency required.
• Must be a self-directed, highly organized person who can effectively prioritize and follow through on multiple initiatives simultaneously.
