Request For Expression Of Interest (EOI) For The Vacant Positions In The Ministry Of Health Under The Uganda Covid-19 Response And Emergency Preparedness Project (UCREPP)

1.0 Introduction The Government of the Republic of Uganda has received financing from the International Development Association (IDA) towards the implementation of the Uganda Covid-19 Response and Emergency Preparedness Project (UCREPP).
The Project is being implemented through existing government structures whereby respective Departments at the Ministry of Health and other government parastatals are responsible for implementing respective components of the Project.
To assist the Ministry of Health in implementing project activities, the Government wishes to engage the services of suitably qualified candidates to fill the vacant positions indicated below.
Job title: Project Civil Engineer-01 Position
Objectives of the Assignment The objective of the assignment is to provide civil engineering expertise in the design and supervision of civil works at the Ministry of Health.
Scope of the Assignment and Key Responsibilities The Project Civil Engineer will carry out the following duties:
• Review the engineering designs and technical specifications developed by Project consultants to ensure consistency with the Project objectives. b) Provide advice, coordinate and monitor all civil works services during the design and implementation of the Project.
• Participate in preparation of tender documents, tender evaluation and tender reports.
• Undertake scheduled site visits and participate in site meetings for the civil works under the Project.
• Maintain records relating to design, construction and related correspondence.
• Prepare quality monthly, quarterly adhoc Project progress reports.
• Participate in the appraisal of the consultants and contractors to make sure that they are working in line with the contractual scope of work and Terms of Reference.
• Participate in the appraisal of the project to ensure that the key performance indicators of the project are achieved.
• Undertake monthly and ad hoc supervision of civil works by Contractors. j) Review of technical reports prepared by Consultants.
• k) Review and advise on the work completion certificates from contractors. I) Undertake any other duties as may be assigned by the Project Coordinator and the Commissioner Health Services (Health Infrastructure).
• Qualifications and Competences • The applicant must be a Ugandan National with a Bachelor's Degree in Civil Engineering or its equivalent.
• The applicant should possess a Post Graduate Diploma in Project
• Planning and Management, Construction Management or a related field. c) The applicant must have a minimum of ten (10) years practical working experience in handling large infrastructure construction works.
• Must be a registered Civil Engineer with the Engineers' Registration Board (ERB).
• The applicant should be able to use MS Excel, AutoCAD and other necessary computer packages.
• Other requirements • Strong analytical, planning and organizational skills.
• Excellent interpersonal skills, communication skills, both oral and written. c) Strong coaching and leadership skills.
• Works under minimum supervision and meets strict deadlines.
• Demonstrated integrity and confidentiality in handling public matters/ resources.
Job title: Project Architect
Objectives of the Assignment The objective of the assignment is to provide architectural designs, drawings and contract management supervision for civil works for the UCREPP Project.
Responsibilities and tasks The Project Architect will carry out the following duties:
• Prepare or review architectural designs, drawings and specifications for the civil works and ensure compliance with standards.
• Provide advice on matters relating to architectural designs and drawings.
• Attend scheduled site visits and participate in site meetings for the civil works under the Project.
• Contribute to the preparation of Quarterly Project Progress Report on civil works.
• Contribute to the regular performance appraisals of the Project Consultants and Contactors to ensure they are in line with their Terms of Reference;
• Ensure that Project records are well kept and maintained for completeness and safety.
• Participate in contract management for civil works whenever appointed. h) Perform any other duties as may be assigned by from time to time.
Qualifications and Competences
• The applicant must be a Ugandan National with a Bachelor's Degree in Architecture.
• The applicant should possess a Post Graduate Diploma in Project Planning and Management, Construction Management or a related field.
• The applicant must have a minimum of ten (10) years practical working experience in handling large infrastructure construction works.
• Must be a registered Architect with the Architects' Registration Board (ARB).
• The applicant should be able to use MS Excel, ArchiCAD, AutoCAD or their equivalent packages.

Job title: Communications Officer
Objectives of the Assignment The objective of the assignment is to promote and disseminate information of UCREPP to stakeholders and the general public in order to build, promote and maintain a positive corporate image.
Scope of the Assignment and Key Responsibilities The Project communications officer will carry out the following duties; • Initiate, develop and manage public relations and corporate communication for UCREPP Project.
• Gather information on UCREPP's performance and impact on delivery of services to the population and disseminate to the stakeholders and to the public.
• Work closely with MoH Public Relations department to manage communication channels including media and stakeholders to promote UCREPP visibility and its contribution to service delivery to the country.
• Create content, videos, photography for social media platforms and electronic media to create awareness about UCREPP and promote campaigns such as vaccination and immunization.
• Promote dissemination of information related to the success stories of the project and appropriate packaging for the stakeholders and the public to appreciate the contribution of the project.
• Ensure that MoH Website is continuously updated with events, activities and contribution of UCREPP Project.
• Identify and participate in key corporate events to enhance the contribution of UCREPP to the Health Care system in the country. h) Perform any other duties as may be assigned from time to time.
• Key Deliverables • Development of UCREPP communications strategy.
• assessing information needs of key stakeholders as well as public relations.
• Regularly furnish stakeholders with information on the implementation of the Project.
• Monitoring and evaluation of the UCREPP communication strategy.
• coordinate information updates on the MoH and Projects web portal and platforms.
• Development of materials and multimedia productions for social media.
• Qualifications and Competences • The applicant must be a Uganda National with either a Bachelor's Degree in Journalism or Mass Communication or Business Administration. b) A Post Graduate Diploma in either Journalism or Mass Communication or Business Administration or Communication Skills.
• Demonstrated experience in creating videos or posters or manuals or designing or content writing for media platforms.
Job title: Database Administrator
Objectives of the Assignment To configure, monitor, maintain and improve the performance of data for the UCREPP Project.
Scope of the Assignment and Key Responsibilities The Database Administrator will support the following:-
• Carry out scheduled maintenance of a database to ensure efficient performance.
• Perform database integration to merge existing database into new ones.
• Carry out database backups and recovery to prevent loss of useful data.
• Conduct assessments to identify areas that requires modifications or updates.
• Design and test beta version of a database to determine how well they meet the needs of end users.
• Develop and implement procedures for data storage, organization, and management.
• Use database software such as SQL in writing and preserving data for an organization.
• Liaise with Stakeholders to develop database effective in storing and retrieving necessary information.
• Evaluate the needs of users and implement solutions to meet their data management needs.
• Implement security measures to maintain database integrity and protect important data from cyber-attack.
• Organize and conduct training to provide users with information on database operations.
o Coordinate the installation and configuration of new or revised systems.
• Collaborate with IT managers, software developers and programmers to design database system.
• Ensure compliance with company standards and procedures for database administration.
• Perform any other duties that may be assigned from time to time.
Qualifications and Competences • The applicant must be a Ugandan National with either a Degree in Computer Science or Software Engineering or Business Computing or Information Technology.
• The Applicant must have a minimum of six (06) years hands on experience in Database Management.
• Experience with front- and back-end web-based applications and familiar with various web service technologies.
• Experience in developing lifecycle documents, including Use Cases, Detailed Functional Requirements, Detailed Design Specifications, and Software Requirement Specifications.
Duty Station
All positions are based at the Ministry of Health Headquarters, Kampala but the officers may be posted outside Kampala if need arises.
