Position Title: Director Human Resources (Dhr)
Overall Job Purpose

Oversees the Directorate of Human Resources; develops and implements Human Resource processes in line with the Hospital policies and consistent with the Hospital Strategic plan.
Reporting Relationships
Reports to the CEO
Supervises Human Resources Directorate Staff

Responsibilities And Key Result Areas
1. Talent Management
The DHR is responsible for developing and implementing strategies aimed at recruiting, developing and retaining top talent for the Hospital.
Key Performance Indicators: Updated Annual Staffing Norms, the number of positions filled each year Vs target, Quality of candidates recruited, the time it takes to fill positions, and analysis of reasons why the best applicants may not be hired.
 

The DHR supports other managers to strengthen the employer-employee relationships.
Key Performance Indicators: Annual employee satisfaction survey, planned employee engagement forums and tools, organizational culture interventions, and a system to handle workplace conflict.
The DHR focuses on workforce planning and management including succession planning and retention efforts across the Hospital right from senior management down.
Key Performance Indicators: Annual report on identified talent and proposed intervention to retain them or grow them.
2. Compensation and Benefits
The DHR shall establish and update the Hospital’s compensation structure (salary and benefits).
Key Performance Indicators: Aligned and equitable salary structure, evaluating the pay practices of competitors, creating job descriptions in tandem with department managers, negotiating staff health benefit coverage rates and payroll oversight.
3. Training and Development
The DHR is responsible for building out staff training and development programs that have a direct impact on the success of the Hospital.
Key Performance Indicators: new employee orientation, leadership training programs, personal and professional development and managerial training.
4. HR Compliance
The DHR is involved in developing and or reviewing all company policies included in the Human Resources Manual. The DHR advises Hospital Management on the implications of existing and new country Employment and labor laws.
Key Performance Indicator: Position/Management papers on emerging compliance issues.
5. Workplace Safety
DHR is responsible for promoting workplace safety practices and monitor injuries that happen at work to manage the Hospital’s Workers’ Compensation filings.
Key Performance Indicator: Workplace safety and compensation quarterly report
6. Risk Management
The DHR analyzes and reports the risks that employees pose to Hospital. The DHR addresses risks related to inadequate employee management, employees’ behavior, or risks related to termination of employees. The focus includes all full-time staff, part-time staff, interns, volunteers, students and upper-level managers, in order to identify, evaluate, mitigate, and prevent risks in a timely manner.
Key Performance Indicator: Updated HR Risk Register
7. Quality Assurance
The DHR oversees quality assurance standards that relate to employee performance across the entire Hospital complex.
Key performance Indicator: Performance score in the Service Element #2 of the COHSASA Standard (Human Resource Management)

Qualifications and Experience
• Bachelor’s Degree in Human Resources, Business, or a related field required.
• Master of Business Administration (MBA) or Human Resources Management or a related field.
• 7-10 years of progressively more responsible positions in human resources, preferably in at least two different firms of the size of Nsambya Hospital or larger.
Core Competencies
• Effective communication in writing, business presentations and interpersonal communication.
• Expertise in employment law
• Ability to increase productivity and continuously improve departmental contributions to the strategic goals while remaining cost-sensitive
• Experience in organization development and change management.
• Familiarity and skill with the tools of the trade within Human Resources including HRIS the Microsoft Office suite, file management, and benefits administration.

Position Title: Client Relations Manager (Crm)
Scope Of The Position

The Client Relations Manager is responsible for designing, orchestrating, and improving client experiences across all customer touch points in the Hospital.
They are charged with creating a hospital-wide focus on customers and establishing metrics for defining the nature of customer relationships. Their insight from customer interactions may lead to new service opportunities and new markets.
They organize and oversee public relations activities and ensure effective communication with stakeholders, media and the public.
Position relationships
• Reports to the Chief Executive Officer
• Supervises staff in the Client Relations Unit – Customer Care Officers, Information Desk and patient guides.
• Interacts with Heads of Department and all Hospital staff.

Responsibilities
1. Client Relations
• Developing a clear view of client needs that are geared towards improving customer experiences and retention. Identify loyal customers and find more of the same without hurting existing relationships.
• Creating and managing customer value metrics that can be used to prioritize service.
• Identifying sources of dissatisfaction and potential customer defections.
• Support the entire Hospital to adopt a customer-centric mindset.
• Team leader for the Client Relations Unit setting performance measures for the team, deploying and ensuring that team performance is continuously improving.
2. Marketing
• Developing and managing publicity campaigns and generating content promotional materials.
• Researching and analyzing data to identify and define markets.
3. Communications
• Developing and executing communication plans according to the Hospital Communication Strategy.
• Overseeing campaigns on social media and evaluating the effectiveness of such campaigns.
• Manage Hospital-media relations.
4. Branding
• Maintain brand integrity across all Hospital marketing initiatives and communications.
5. Networking.
• Establishing and maintaining contact with public and private sector stakeholders, including actively exploring opportunities for partnerships.
6. Reporting.
• Prepare and submit regular client relations performance reports to Management.

• Public Relations / Marketing Certification or equivalent.
• Five (5) Years’ relevant experience.

Position Title: Hospital Compliance Manager (Hcm)
Scope Of The Position

The Hospital Compliance Manager ensures that the Hospital functions in a legal and ethical manner while meeting its strategic goals.
They are responsible for developing compliance programs, monitoring and evaluation, and advising management on possible risks.
The Hospital Compliance Manager will support Management in specific administrative duties as assigned.
Position Relationships
• Reports to the Chief Executive Officer
• Interacts closely with Senior Management and all Hospital staff.

Responsibilities
1. Legal Compliance
• Implements and manages an effective legal compliance program including compliance audit.
• Establishes and maintains a Contracts Management framework.
• Advises Hospital Management on the Hospital’s compliance with national laws and regulations.
• Creates and manages effective action plans in response to audit findings and compliance violations.
• Ensure all employees are educated on the latest regulations and processes.
• Resolve employee concerns about legal compliance.
2. Risk Management
• Accountable for assessing, analyzing, and handling the risks faced by the Hospital.
• Manages Hospital’s Risk Register and coordinates strategies and processes for managing those risks and ensure successful business continuity.
• Regularly reviews Hospital policies to identify possible weaknesses or risks.
3. Monitoring and Evaluation
• Track Hospital performance against Strategic Plan implementation progress and report biannually.
• Monitors performance of Hospital partner projects.
4. Administration
• Is responsible for, coordinating and supervising the programs for acquisition, assignment, utilization, maintenance, replacement and disposal of fleet vehicles.
• Oversees security functions across the entire Hospital complex.
• Environmental safety including fire safety

Job qualification requirements
• Executive MBA in Public Administration or equivalent.
• Diploma in Law is a requirement
• 5 years’ relevant experience in company operations.
