JOB DETAILS:
Summary: The U.S. Mission in Uganda is seeking eligible and qualified applicants for the position of PEPFAR Community Grants Advisor.
The work schedule for this position is:
Full Time, 40 hours per week
Start date: Candidate must be able to begin working within a reasonable period of time following receipt of agency authorization and/or clearances/certifications or their candidacy may end.
Supervisory Position: No.
Duties: The Community Grants Advisor serves as the Grants Officer Representative (GOR) and administers and manages a portion of the Community Grants Program awards in President’s Emergency Plan for AIDS Relief (PEPFAR) priority districts. The position oversees the entire life cycle of the grants, including making recommendations to senior management for the awarding of the grants, financial management, monitoring and evaluation, progress and preparing reports on grants. This position reports to the PEPFAR Country Coordinator.
Qualifications and Evaluations
EDUCATION: Completion of 2 years college or university studies is required.
Requirements:
EXPERIENCE: Minimum 2 years’ experience working in community development, project management, and program funding/budget management is required.
JOB KNOWLEDGE: Position requires knowledge of standard practices for community development in the host country context, including grant writing and/or review, project management, contract drafting and interpretation, basic accounting, database, and file management and providing technical assistance.
Evaluations: (This may be tested)
LANGUAGE: English: Level 4 – Fluent; written/spoken, including the ability to translate.
SKILLS AND ABILITIES: Self-starter with excellent organizational, time management, and analytical skills with a strong attention to detail. Investigative instincts and research skills, as well as interpersonal skills and cultural sensitivity. Microsoft Office skills are required for daily tasks. Regular demand for use of keyboard skills where both speed and accuracy are required.
Qualifications: All applicants under consideration will be required to pass medical and security certifications.

* IMPORTANT: Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of their most recent DD-214 (“Certificate of Release or Discharge from Active Duty”), equivalent documentation, or certification. A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active-duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant. The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. Acceptable documentation must be submitted in order for the preference to be given.
** This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
