Location: Entebbe, Uganda

Contract Duration: Seven (7) Months
The Ministry of Water and Environment [MWE} undertook reforms in 2005 to address the current and emerging water resources related issues in the country and globally. These issues include water scarcity and utilization, climate change, increasing populations, technological advances affecting water availability, distribution and quality. It was noted that addressing all these issues requires continuous professional development, innovation, research and effective application of knowledge. In response to these challenges. the ministry established a Water Resources Institute (WRl) which was launched in March 2018 at the first ever Uganda water and environment week. The institute focuses on four thematic areas namely: Applied Training; Applied Research; Dialogues and Outreach. It targets all water sector stakeholders including in-service professionals, private sector, NGO staff, school pupils, students leaving university, academic and ministry technical experts, policy makers, manufacturers, researchers and policy makers.
WaterAid Uganda in partnership with Water Resource Institute of the Ministry of Water and Environment is looking for a Partnership development and resource mobilization consultant to support the operations of the Water Resource Institute. .
Objectives of the assignment:
The main objective of this assignment is to assist the Ministry of Water and Environment in Uganda to operationalize the Strategic Plan of the WRI. The aim of this assignment is to support operations of the WRI in general and to create more partnerships and resource mobilization avenues focusing on key aspects of Strategic Plan and Business Plan. The specific objectives are to:
• Undertake fundraising and resources mobilization for WRI inclusive of identification of priority activities, donor mapping, engagement and partners to fund them
• Provide technical support for holding the Water and Environment Week in March 2021
• Provide technical support for development of outreach and communication materials, and policy briefs for dissemination to the public
• Provide technical support for planned WRI programmatic activities in FY 2020 such as policy dialogues, mentorship and capacity building, operationalization of the WRI steering committees
To be successful, you’ll need the following:
The assignment is proposed to be undertaken by a Water Expert with a minimum of a Master's Degree in water resources related fields and at least 6 years‘ experience in implementing water related programs. Experience in capacity building in water related fields and both practical and case study-based trainings on issues related to water resources management and development will be an advantage. Familiarity with the work of the Water Resources Institute will be an advantage. Experience in partnership development and resource mobilization is also preferred.
• Excellent proposal writing skills with high attention to detail and ability to transform complex design into compelling narrative proposals
• Strong project management skills, and ability to deliver to external and internal deadlines
• Excellent written and spoken English for effective communication with diverse stakeholders
• Collaborative working style. able to build and maintain relations with internal teams and external partners
