The World Health Organization, Uganda Country Office is looking for a qualified and competent Ugandan national to fill the following vacant position:
Background and Justification
In the context of the World Health Organization’s (WHO) 13th General Programme of Work (GPW) and its Triple-Billion objectives, the Partnerships Officer will support external relations and partnerships activities at the WHO Uganda Country Office.
The incumbent will be working under the guidance of the External Relations Officer and in close collaboration with technical officers who lead the different clusters and programmes at the Country Office especially the Universal Health Coverage Life Course Cluster Lead, the Communications Team, the Programme Management Officer as well as the management of the Country Office. He/she will also work in close collaboration and coordination with his/her counterparts at WHO AFRO to align on partnerships objectives and achieve common goals.
Job Description
Under the direct supervision of the External Relations Officer, the incumbent is responsible for supporting all partnerships related activities including:
• Support WHO Partners Collaboration and Coordination:
• Support WHO regular partners coordination and collaboration and that during the current Ebola response and that of any other emergency response during the contract period.
• Support the development, update, and implementation of the Partnership component of the External Relations, Communications and Partnerships Strategy for the Country Office based on a thorough analysis of the partnership environment and a detailed mapping of WHO partners at the country, including with the private sector.
• Work closely with the External Relations Officer, and other technical teams at the Country Office to identify, secure and improve major partnerships opportunities. Partnership opportunities for WHO Uganda include partnerships with health development partners, implementing partners including INGOs and NGOs, UN family, private sector partners, in addition to any other partnerships the country office might foresee.
• Conduct WHO partners mapping, ensuring partners data collection, compilation, analysis, and dissemination including 4Ws and any other compilation of partners intelligence and partner information analysis to better support management of WHO partners. These mappings include the Health Development Partners Group mapping, Health Sector Partners Mapping, Donor Mapping, Emergency Response Partners Mapping including the Ebola Response Partners Mapping or any other emergency partners mapping.
• Create and keep up-to-date contacts list of WHO Uganda partners.
• Conduct regular partner-related events, meetings, engagements, and partners collaboration initiatives to ensure regular communications and information sharing, coordination, and collaboration.
• Contribute to the development of talking points, speeches, and briefings for Senior Management in preparation for meetings and interactions with partners.
• Facilitate partners capacity building initiative to ensure that WHO implementing partners are well briefed and trained on WHO ways of working.
• Compile necessary information and documents from Non-State-Actors (NSA), review and make ready for submission for WHO Due Diligence Assessments.
• Liaise with WHO Regional Office for Africa (AFRO) to explore, coordinate, and secure clearances for partnerships opportunities.
• Communicate the results of these assessments with NSAs.
• Support the Technical, Finance, Project Management Officer and Compliance teams to ensure that agreements signed with implementing partners are fully implemented as per WHO requirements.
• Act as a liaison between WHO and its implementing partners.
• Support to Health Development Partners Group (HDP):
• WHO is the secretariat to the HDP group and through this role, WHO supports and facilitates the work of the HDPs to further enhance linkages, meet information and communication needs. WHO works in close collaboration with the HDP, and with the chair, in all administrative tasks relating to coordination of HDP.
• Serve as the Secretariat of the HDP, performing needed duties to support the Chair and Co-chairs.
• Work in close collaboration with the HDP chair and co-chairs, organizing all administrative tasks relating to coordination of HDP.
• Support the HDP monthly meetings conducted to ensure coordination, harmonization, and formulation of joint responses on issues in the health sector raised in Health Partners Advisory Committee (HPAC) and various Technical Working Groups (TWGs).
• Support the conduct of the HDP annual retreats to review progress on results and update the HDP annual work-plan.
• Strengthen liaison with other development partner groups to ensure interaction at least every six months.
• Facilitate information sharing among HDP members:
• Maintain updated HDP mailing, and contacts lists.
• Receive, organize, file, and maintain electronic and hard copy database of health sector materials received from Development Partners, MoH and others.
• Ensure all new members receive an introductory package after joining the HDPs group.
• Disseminate information as requested by chair (or as is established routine).
• Proactively share potential relevant international publications, reports, websites, etc., with the HDPs in consultation/directed by the chair.
• Foster coordination/ collaboration/ harmonization:
• Promote accountability and transparency to MoH by conducting quarterly mapping of partners’ interests, projects, presence, funding, etc... and analyse data and produce relevant reports.
• Facilitate increased aid efficiency and effectiveness by identifying any potential duplications, and synergies.
• Work with various WHO technical officers, produce well analysed papers on various topics of interest, to facilitate discussion by the HDPs.
• Support HDP Meetings:
• Maintain a calendar for meetings.
• Ensure meeting minutes are shared not more than ONE week after the meeting
• Follow up with action points from the meetings
• Compile the agenda and send invitations to HDPs at least ONE week prior to the meetings.
• General support to chair and co-chairs
• Assist the chair to stay on top of and respond to various demands and commitments.
• Perform other duties as requested.

Experience, skills and education description: Essential
At least 2 years of professional experience at the national and/or international level in one or more relevant fields: partnerships, resource mobilization, programme management and coordination.
Desirable experience
• Candidates with 7 or more years of professional experience in the above-mentioned areas are desirable.
• Experience with WHO or other UN organizations or INGOs especially around the areas of report writing is required.
• Knowledge of the global humanitarian and development assistance architecture.
• Strong oral and writing skills in English.
• Excellent command of Microsoft Office software including Word, Excel, PowerPoint, and Outlook.
• Proven experience in producing high-quality publications and other types of written outputs including policy reports, academic papers, and briefings.
• Experience in mapping exercises, 4/5Ws tools, producing reports and maps.
• Ability to deliver quality outputs under tight deadlines and minimum supervision while managing a multitude of stakeholders.
• Excellent interpersonal skills and ability to work inclusively and collaboratively with others in a multi-cultural environment.
Education
• Essential: University degree in business administration, project management, public relations, and any related field.
• Desirable: University degree in Public Health and any related field.
Use of Language Skills
• Essential: Languages: English expert level required
• Desirable: Knowledge of another WHO official language an asset.
