Peadiatrics & Adolescent Specialist
Job Summary

The Pediatric and adolescent specialist develops and monitors the implementation of systems, policies and procedures for aligning the various project objectives in terms of PMTCT and Pediatric care & treatment health services from the Ministry of Health and all District health facilities in Eastern region to effectively respond to the scaling up of epidemic control, prevention and treatment in the region in line with the Organization’s mission and UNAIDS 95-95-95 goals.

Overall Responsibilities
1. Develop and monitor the implementation of consolidated, costed, project work plans, procurement plans and budgets for Pediatric and Adolescent HIV including PMTCT services and monitor the integration of related activities in the district/facility plans and budgets.

2. Review, track and guide implementation of budgets to ensure appropriate resource allocation to Pediatric and adolescent/PMTCT services, support regular cash projections and monitor financial risks for efficient attainment of the project outcomes.
3. In collaboration with Monitoring, Evaluation and Learning team, develop and implement the regional, data driven, capacity building plans (training, mentorship, learning and adaptation) for PMTCT, paediatric & adolescent comprehensive HIV programs for the region and monitor its implementation based on clearly identified needs from use of routine and non-routine data from facility and community service delivery models.
4. In collaboration with the HR manager, monitor the compliance of the PMTCT/Pediatric/Adolescent teams to the HR systems and policies while supporting staff motivation, adaptability, and resilience through supervisory HR support activities.
5. Develop and maintain strategic partnerships and networks with district key stakeholders, other partner organizations and MOH, involved in PMTCT/Pediatric/ Adolescent HIV surveillance programs, share progress updates, and advocate for comprehensive, relevant and harmonized interventions.
6. In collaboration with the QI advisor, functionalize and coordinate the CQI structures (as per the QIF&SP) to monitor the implementation of USAID and MoH Quality Improvement Collaborative and support the compilation and scale up of change packages for PMTCT/ Pediatric/Adolescent HIV/TB services
7. Develop and monitor the implementation of initiatives for conducting PMTCT/ Pediatric/Adolescent care, treatment and prevention related operational research and support the writing of abstracts, best practices, manuscripts and fundable proposals, in collaboration with Baylor-Uganda staff and key stakeholders, in line with Baylor-Uganda strategic objectives.
8. In line with the Monitoring, Evaluation, and Reporting requirements, support project monitoring activities through the regular use of baseline assessment data, performance dashboards, audit and Quality Assessment findings for decision making, and write monthly, quarterly, semi- annual and annually reports in regard to the performance of the project in line with Baylor Uganda’s strategic objectives.

Required Qualification, Experience and Competencies:
• MBChB
• A Master’s degree in Public health (desirable), or an advanced degree MMED.
• At least 5 years working experience in district led programming in the field of HIV
• At least 2 years’ work experience at a middle or senior management level with a reputable organization

• 5 Years Relevant Experience
