The Organization
Heifer Project International is a global non-profit organization founded in 1944 that works towards ending hunger and poverty while caring for the earth. Heifer International Uganda (HIU) began operations in 1982 and has since grown into one of the country’s leading agricultural and Community Development Organizations with focus on building pro-poor value chains that integrate youth, women empowerment and environmental sustainability. Driven by our Mission, Heifer has reached an incremental number of 4 million families in Uganda through agriculture and environmentally sound economic development programs. By 2030, Heifer Uganda’s Program goal is to support 400,000 smallholder farmers towards attaining a Sustainable Living Income and build sustainable and resilient economies. 

The Role
Reporting to the Country Director, this role will strategically partner with the Country Shared Leadership to interpret the Country Business Operation Strategy. The role informs the Country People Strategy and utilizes its technical expertise to develop and implement country operational plans.
The role enhances the Country’s locally led performance and leads effective people management within the business operation, leveraging the Global Short-Term Strategy and Long-Term Vision.

Responsibilities & Deliverables
A. Talent Acquisition (20%)
• End to end recruitment coordination in an effective, timely, fair and transparent manner (including preparing and circulating job adverts, conducting assessment tools, screening, interviewing and making recommendations, reference checks, preparing job offers and related documentation).
• Provide guidance to the hiring managers on job reviews and development of job descriptions, grading, process.
• Provide advice to new staff on benefits entitlement (medical, pension and group life).
• Coordinate the onboarding process and ensure all new hires have a good understanding of and subscribe to Heifer International’s vision, mission and values by understanding it’s approaches, policies, procedures, strategies and operations to perform their job.
• Coordinate and provide relevant statistical information and data on recruitment activities, gender analysis, and other applicable recruitment metrics.
• Recruitment support & Weekly recruitment monitoring, reporting as per approved template.
• Work with country directors and other stakeholders to assess talent needs for proposals and new projects.
B. Technical & Operational Support (30%)
• Support Country office e.g. work force planning, payroll, performance management, talent management, learning & development, HRIS review, DEI review, culture surveys and action planning, among others.
• Contribute to the establishment and use of regional databases and e-resources including regional good practices relating to HR as part of the wider knowledge management strategy in the country.
• Administration of staffing changes promotion, transfers and terminations in consultation with the relevant line managers.
• Maintain confidential records related to grievances and complaints and coordinate their resolution.
• Facilitate employee separation process compliance with Heifer International’s policies, procedures and local labor laws.
• Provide ongoing support and coaching to line managers on various HR matters.
• Provide specialist advice and instruction to managers on employee relations issues (i.e. disciplinary, grievance, capability, bullying and harassment) in line with policies and statutory legislation, working with legal.
• People Planning/Workforce planning/Succession planning implementation in the operations.
• Identify in country training needs, plan, manage and coordinate the delivery of learning solutions across the business ensuring the completion of training plan including the mandatory training of the Organization.
• Manage and monitor expenditure against budgets for strategic and annual plans in adherence to financial guidelines, ensures value for money, and acts as appropriate within delegated authorities.
• Contribute to and support Partner organizational design and development in close collaboration with other departments.
• Implement effective safe working practices and procedures.
C. Performance Management (20%)
• Has overall responsibility for ensuring, in partnership with the Regional leadership team, the creation of a positive employee relations within Heifer International Uganda in order to drive individual and business performance.
• Advocates a performance-driven culture underpinned by strong performance management capability.
• Challenges the local senior leadership to role model a performance culture through their decisions on performance and reward processes, policies, and escalated cases.
• Works with the local senior management team to ensure goals and rewards are aligned across teams and individuals in the organization.
• Enforces the Regional Performance Management process and policies.
• Ensure frontline delivery hub efficiency and effectiveness for smallholder farmer impact.
• Oversee and manage a performance appraisal system that drives high performance.
D. Organizational Culture (25%)
• Promote the inverted organogram and shared leadership culture as part of the frontline integration strategy.
• Give accurate and appropriate advice, training and support to managers to recognize, respect and enable diversity, inclusion equity and belonging.
• Promote Heifer International’s staff culture initiatives to enhance collaboration across the organization.
• Through constant engagement with stakeholders, identify improved ways of working.
• Coordinate change initiatives within Heifer International Uganda to drive a positive work environment.
E. Any Other Assigned Function (5%)
• May perform other job-related duties as assigned.

Minimum Requirements
• Bachelor’s degree in Human Resources, Business, or a related field. Continued HR education or certification is a significant plus.
• Proven 8-10 years’ experience, 5 of which will be in managing Human Resource functions in a dynamic organization.

Preferred Requirements
• Previous experience with an International NGO is highly valued.
• Previous experience with Human Resources Information System (HRIS).
• Experience in implementing strategy, meeting objectives, and working within a matrix structure.
• Excellent influence skills, team management, active listening, negotiation, and presentation skills.
• Competence to build and effectively manage interpersonal relationships at all levels of the company.
• In-depth knowledge of Uganda Labor Law.
• Local Human Resources Certification.
