Vacancy: Planning, Monitoring and Evaluation Officer

Reports to: Producer Relations Manager
Duty Station: PFL Office in Kampala with travels to the Field in Mukono, Wakiso and Luwero

Job purpose:
The PMEL Officer is charged with supporting PFL departments in developing and designing strategies for planning, monitoring, evaluation and learning in order to measure and track departmental outcomes against pre-established targets, milestones and anticipated outcomes for periodic reporting. Specifically, the PMEL Officer will work closely with other departments to prepare annual work plans and budgets; monitor and verify activity progress as well as improve the relevance, quality and accountability of resources.

Key tasks/duties:
• Prepare periodic work plans and budgets to provide guidance to the departments on the priority actions and resource allocations, ensure that there is value for money and adherence to financial management processes and standards of the company and other financing partners.
• Develop, update and maintain use of physical and digital monitoring tools and database including the Farmers Network Management Information System (FARNMIS) for timely and accurate computations of payments, services required (including veterinary services, trainings and feeds for eggs programme) and egg collection schedules.
• Develop field schedules for monitoring visits and training including periodic M&E plans, work plans, data collection tools, data cleaning and analysis to ensure quality assurance and accurate and timely reporting on output, outcome and impact indicators ;
• Support the planning, monitoring and evaluation process of the company including the coordination of donor and Board visits, joint assessments with partners so as to generate reports on feedback for improved performance.
• Maintain effective coordination with the staff, partners and clients in provision of timely information and feedback for purposes of promoting transparency, accountability and participation.
• Facilitate periodic learning and information dissemination events such as radio shows, exchange visits and exhibitions at the different levels of implementation so as to produce lessons learnt reports and other related documents capturing key internal learnings to support improved performance.

Education and aptitude:
• The applicant should hold a Minimum of a Bachelor’s Degree in Social Sciences, Economics, Agricultural Economics, International development, Business Management and any other related fields.
• A certificate in Planning and Monitoring or Project Planning and Management will be an added advantage.
• Good interpersonal, team work and leadership skills.
• High integrity and willingness to conduct themselves transparently and professionally
• Management experience and an ability to communicate key information in a clear, informative and collaborative manner.

Job related experience and knowledge:
• Minimum of three (3) years working experience as a Planning, Monitoring, Evaluation and Learning or equivalent level of experience from an agricultural based organization.
• Good writing skills to produce quality and timely reports
• Extensive knowledge of project management in relation to the areas of growing farmer networks and out grower schemes or other agricultural related work.
• Good understanding of financial management procedures and standards with public, private and donor funds.
• Experience of working with diverse partners including development partners and decentralized government structures.
• Excellent computer knowledge of packages like Excel, MS Word, Access and other computer applications. Age: Twenty-Five (25) years and above.
