JOB DETAILS:
The Promotion of Renewable Energy and Energy Efficiency Programme (PREEEP) is implemented by GIZ on behalf of German Federal Ministry of Economic Cooperation and Development (BMZ) in cooperation with the Ministry of Energy and Mineral Development (MEMO). As part of the Energy and Climate cluster, PREEEP aims at improving the framework conditions for access to clean energy solutions in rural and peri-urban areas. There are four key outputs: Policy, Market Development, Skills Development and Decentralization.
GIZ is recruiting a Policy Advisor to support in improving the framework conditions for access to clean energy in rural and peri-urban areas.

Key Responsibilities
• Advise the relevant govemment entities, in particular the Ministry of Energy and Mineral Development (MEMO) on evidence- based policy formulation with regard to access to clean energy. productive use of energy, rural electrification both on-grid and off-grid and renewable energy solutions.
• Support the formulation of key policy documents, strategies and roadmaps.
• Engage with research institutes, think tanks and other development partners with regard to policy formulation.
• Ensure smooth communication and cooperation among key project stakeholders eg. MEMD for policy, ERA for regulatory instruments and development partners such as EUD, World Bank, KPV, etc.
• Maintain communication with other energy and rural development projects implemented by GIZ
• Be familiar with and uphold GIZ's values of sustainable development, transparency, efficiency and anti-corruption towards the public partners, govemment, private sector and institutions.
• External and internal representation of the project in key energy sector conferences, workshops etc.
Required qualifications, competences, and experience. Qualifications
• Bachelors degree in Statistics, Economics, Engineering, or any other related field.
• A Master's degree in Renewable Energy, Policy, Energy Economics or related field is an added advantage.
Professional Experience
• A Minimum of 5 years working experience, including at least 3 years of experience in policy formulation (or regulation) in the energy (or closely related) sector.
• Strong understanding of rural electrification planning for both on-grid and off-grid and renewable energy technologies including mini-grids.
