The Promotion of Renewable Energy and Energy Efficiency Programme (PREEEP) is implemented by GIZ on behalf of German Federal Ministry of Economic Cooperation and Development (BMZ) in cooperation with the Ministry of Energy and Mineral Development (MEMD). PREEEP aims at improving the framework conditions for access to clean energy in rural and peri-urban areas. There are four key outputs: Policy, Market Development, Skills Development and Decentralisation.
The Policy component aims at improving the policy framework for increasing access to clean energy. This entails policy advisory on key overarching policy documents such as the National Development Plans or Sector Development Plans as well as advisory services with regard to key sector policy documents. Currently, the Energy Policy for Uganda is being reviewed. A strong focus also lies on sector coordination with other key ministries and mainstreaming Energy into other Sector documents such as strategies or guidelines. PREEEP also supports the development of roadmaps in order to strengthen the implementation of policy documents. The mini-grid sector is also undergoing critical developments with a mini-grid regulation developed by ERA, electrification plans being developed by MEMD, and projects like Pro Mini-Grids being implemented and upscaled with bigger projects with other donors.

Knowledge, Skills & Competences
• Strong understanding of rural electrification both on-grid and off-grid and renewable energy technologies as well as mini-grids
• Strong understanding of the energy policy and legal framework in Uganda
• Excellent knowledge of written and spoken English
• Ability to meet commitments, plan ahead of time, observe deadlines and achieve results
• High level of diplomatic liaison/negotiation competence with government stakeholders, and official protocol documentation
• Excellent communication skills both verbally and written.
• Polite and professional manner in conduct, in person, by phone and email
• Strong ability to work within a team and follow a common goal
Key Responsibilities
The Policy Advisor is responsible for:
• Advise the Ministry of Energy and Mineral Development (MEMD) on evidence-based policy formulation with regard to access to energy, productive use of energy, rural electrification both on-grid and off-grid and renewable energy solutions.
• Support the formulation of key policy documents, strategies and roadmaps.
• Engage with research institutes, think tanks and other development partners with regard to policy formulation.
• Maintain communication with other energy and rural development projects implemented by GIZ.
• Be familiar with and uphold GIZ’s values of sustainable development, transparency, efficiency and anti-corruption towards the public partners, government, private sector and institutions.
The Policy Advisor performs the following tasks
Specific Tasks
• Develop, assess and review energy reports and briefs.
• Analyse energy statistics and data and present findings for use by the ministry and the GIZ Energy and Climate cluster.
• Develop and manage a document list of key policies and publications in the energy sector.
• Draft policy briefs for policy documents.
• Support the process of preparation/institutionalization of necessary changes in relevant strategies, policy guidelines and legal framework, within the sector, including impact and evaluation studies.
Policy Advisory services
• Identify key issues for policy formulation with regard to access to clean energy both off-grid and on-grid.
• Advise on policy formulation required for the development of mini-grid projects.
• Maintain and be regularly updated on all sector developments in other agencies dealing with off-grid and clean energy access for example ERA, REP etc.
• Regularly exchange with private sector bodies (companies, associations, etc.) to understand private sector interests and incorporate these or communicate these in policy/strategy documents being developed.
• Advise on developing roadmaps and strategies for the implementation of policy documents with regard to access to clean energy.
• Provide input to overarching policy documents such as the National Development Plans with regard to access to clean energy.
• Advise on the coordination with other (Sector) Ministries and mainstreaming of access to clean energy in key documents such as policies, strategies, guidelines or regulations.
• Coordinate with MEMD SPPAD and other departments on policy issues.
• Advise on consultative processes with regard to policy formulation.
• Coordinate and manage consultancies with regard to policy formulation
Coordination
• Supports cooperation, regular contact and dialogue with partners in the project/cluster environment especially the political partner the MEMD, to improve and maintain good working relationships.
• Conceptualises, prepares and implements workshops, seminars, and other events on subjects that are related to the policy, planning, data management, monitoring and evaluation.
• Prepares appropriate input for various programme reports and contributes to other reports and key documents within the programme and other agencies as and when required.
Other duties/additional tasks
• Performs other duties and tasks of Management.
Qualifications
• Bachelors’ degree in statistics, economics, engineering or any other related field.
• A masters in renewable energy, policy, energy economics or related field is an added advantage
Details of experience
• Minimum of 5 years working experience, including at least 3 years of experience in policy formulation in the energy sector
• Experience with working with the public sector
• Experience with private sector modalities/approaches
