Minimum Qualification
Applicants should be Ugandans holding an Honours Bachelor’s Degree in Economics; or Statistics; or Mathematics; or Econometrics; or Monitoring and Evaluation; or Business Administration, plus a Masters Degree in any of the above fields or Project Planning and Management from a recognized University /Institution.
Working Experience
Applicants should have a minimum of six (6) years relevant working experience, three (3) of which should have been served at the level of Senior Statistician; or Senior Economist; or Senior Monitoring and Evaluation Officer in Government or equivalent level of relevant experience from a reputable organization.
Duties
The incumbent will be responsible to the Assistant Commissioner Monitoring and Evaluation for performing the following duties:-
1. Implementing Monitoring and Evaluation policies, procedures and guidelines in the Ministry;
2. Developing Monitoring and Evaluation Results Framework and related tools;
3. Supporting the development and maintenance of a functional Monitoring and Evaluation system;
4. Carrying out performance assessment for implementation of the Ministry policies, procedures, laws and regulations and making recommendations for improvement;
5. Providing technical support and guidance during the monitoring of performance processes for projects and programmes;
6. Evaluating projects and programmes in liaison with relevant Government institutions and other stakeholders on evaluation activities;
7. Preparing Monitoring and Evaluation reports on the performance of the Ministry and its Agencies;
8. Supporting capacity building of staff in monitoring and evaluation;
9. Supervising and appraising staff;
10. Any other duties as may be assigned from time to time.
