PURPOSE OF THE JOB
To manage and coordinate the development, implementation, evaluation, and improvement of University-wide planning, investment and resource mobilization processes.
KEY FUNCTIONS
• Facilitate strategic planning processes across the University.
• Provide leadership in the development of a comprehensive Institutional research program to support the University’s mission
• Provide effective leadership and management to the department.
• Develop and facilitate mechanisms to support University units in strategic planning exercises.
• Manage activities of the University strategic planning function.
• Develop and manage the process of policy formulation and planning decisions in consultation with other University units
• Provide leadership in the management of research projects in support of strategic planning initiatives
• Develop and implement planning measurement standards and operational indicators
• Provide regular reports to the Director, Finance, Planning, Investment and Resource mobilization on the status of planning/development
• Any other related duties that may be assigned
KEY OUTPUTS
• University development plans and annual budgets developed and coordinated.
• Performance standards and indicators for the University prepared and disseminated to users.
• Investment priorities in the University determined.
• Annual Performance report for programmes and projects produced.
• University Management Information System maintained.
• An up-to-date bank developed and maintained.
• Up to date Statistical reports required by different University entities availed.
• Staff, student ratios, workload coefficients computed and updated.
• Minutes of Technical Planning Committee produced.
• Performance assessment conducted by 31st July and performance plans agreed with Staff by 31st August every year.
PERSON SPECIFICATIONS
• MBA or Masters in any of the following fields; Economics, or Statistics
• A minimum of 10 years relevant working experience, four of which must have been at senior management level in a large and reputable organization or institution.
Required Competence
• Evidence of team leadership including team building and individual professional development.
• Proven experience of formulating and implementing strategic plans that reflect and support organizational needs
• Advanced IT and numeracy skills
• Good communication and interpersonal skills with proven ability to build productive relationship with senior management, employees and external stakeholders
• A commitment to, and experience of working to achieve the highest possible standards in the context of new developments in large organizations.
