Uganda Petroleum Institute, Kigumba (UPIK) is a Government Tertiary Institution which was created by the Statutory Instruments No. 31 of 2011, of the Universities and Other Tertiary Institutions Act, 2001 as amended. The mandate of UPIK is to provide world-class education and training in fields related to Oil and Gas sector. Uganda Petroleum Institute Kigumba now invites applications from qualified Ugandans who fully meet the required job specifications and with the right personal attributes to occupy the following job positions in the institute's structure.
Procurement Assistant

Duties
• Assist to provide regulatory guiding principles of the law and explain it to the end users in relation to their procurement requirements.
• Assist to develop appropriate terms and conditions of the proposed contract in consultation with the end users or technical Specialists,
• Assist to implement the UPIK Inventory Policy and keep procurement registers up-to-date?
• Assist to identify, mitigate and de-escalate procurement risks to enable the Institute meet its obligations
• Assist to maintain all procurement related documentation and manage both Internal and external relationship Provide guidance for preparing Terms of Reference and Specifications Prepare requests for quotations, proposals and other bidding documents. Coordinate the preparation and Issuance of solicitation bidding documents and advertisements of bid opportunities. Assist to administer the bid opening, evaluation, approval, award and contracts management
• Assist User Units in the Institute to initiate, prepare and update Procurement Plans
• Assist to confirm the estimated costs on the procurement plans requisitions, w order to determine the appropriate procurement method. SON Any other duties assigned from time to time
Person Specifications
• An Honors Bachelor's degree in Procurement and Supply Chain & Management with at least 3 years relevant experience from a reputable organization ORKY A Diploma in
• Procurement and Supply Chain Management and must possess a procurement profession qualification (e.g. CIPS) with at least 5 years' experience from a reputable organization
• Basic procurement knowledge of the application of the PPDA Act & Regulations or donor procurement guidelines will be an added advantage
