Job Description
Overview
RTI is implementing the U.S Agency for International Development (USAID) Act to End NTDs | East program (2018-2026). This program supports national governments to reach their control and elimination goals through proven, cost-effective public health interventions. As more countries make their final push to eliminate NTDs, our efforts target the hardest-to-reach and most vulnerable communities, populations often missed with health services. The program supports countries in reaching their populations with treatment, conducting surveys to assess impact, and helping countries complete the World Health Organization’s certification process, which confirms the successful elimination of these diseases. Act | East also provides critical support to countries to develop a sustainable, multi-sector government approach to NTDs.
Act | East program in Uganda focuses on the elimination of LF, trachoma, and onchocerciasis from the country, including through support for mass drug administration campaigns, impact surveys, and dossier development. Act| East also support the MOH to assess the prevalence of LF and trachoma in refugee camps, and to reach hard-to-reach populations more effectively, such as nomadic groups. As part of Act| Easts’ commitment toward sustainability, there is also significant support for HSS and gender and social inclusion in Uganda.
Responsibilities
Procurement:
• In coordination with the COP, Technical and MERLA teams, develop annual procurement plans aligned with project activities so as to ensure timely and consolidated procurements;
• Take the lead in updating and implementing the annual procurement plan; keeping the procurement tracker updated, working with the technical teams.
• Maintain up-to-date electronic procurement files with all necessary details by service category; ensure proper filing of all procurement documents for recordkeeping and auditing and maintain orderly files on active orders and post activities such as change notices, scheduling changes and partial shipments;
• Ensure the overall integrity of the procurement process through fair and open competition, including:
• Prepare key procurement documents, such as the Request for Proposal/Quotes (RFP/Q), bid tabulation for technical review, and Local Purchase Order Template;
• Develop bid evaluation criteria in collaboration with technical and MERLA team members;
• Solicit, advertise, and communicate procurement requirements to vendors/suppliers.;
• Prepare local purchase order agreement, and prepare any modifications for signature by the COP.
• Provide necessary documentation to regional procurement for signatures when procurement values exceed $30,000;
• Set up procurement contracts following a competitively bid effort, maintain up-to-date contract worksheet or database to assist in review, re-negotiation, renewal, and termination of contracts as needed within the validity period;
• In coordination with Finance, review invoices of suppliers/vendors in a timely manner to ensure the expenses are in compliance with the local purchase order and/or agreement;
• Document any material discrepancies upon receipt of goods and communicate with the supplier for resolution and escalate to senior management for any serious issues
• Review and document supplier performance with contracted suppliers within the contract period of performance;
• Perform all phases of sourcing activity while ensuring best value for money and within required lead times for a variety of requirements, including analysis of overall budgetary impact for all types of procurement transactions;
• Proactively qualify suppliers for goods and services relevant to the Uganda Act | East program and maintain an Approved Supplier List (ASL) or database with updated information on pricing of goods and services and performance ranking based on recent post-delivery evaluations. Ensure eligibility verification of all new suppliers before adding them to the approved supplier list;
• logistics SOPs for commodities/goods/materials and services;
• Develop and submit monthly procurement and logistics reports to Chief of Party.
Logistics:
• Contribute to the supply chain management efforts up to and including logistical support from the ordering point through the follow-up, and delivery of the required goods and/or services to the destination;
• Management of the Vehicle Pool and Transportation and organize the allocation and daily availability of vehicles.
• Establish tools for vehicles follow-up: logbooks, technical check-ups, use of seatbelts, adherence to speed limits, vehicle booking process and movement monitoring systems, etc; and
• Perform other duties as assigned by the Chief of Party and the Regional Procurement Manager.
Qualifications
Minimum Required Education & Experience
Job Requirements are a combination of qualifications and related experience. Judgment of an acceptable equivalent combination, on an individual basis, is the responsibility of Management.
Bachelor's Degree and 8 years of experience, master’s degree and 6 years of experience or equivalent combination of education and experience.

• An understanding of and commitment to RTI’s mission and values;

• Willingness to travel frequently to the field approximately 30% of the time;
• Ability operating a computer and other office machinery; thinking, learning, and concentrating effectively and frequently communicating with other people, both within RTI and outside of RTI;
• Flexibility to frequently move within and outside of Kampala; frequently conduct inspections (if applicable), ability to work in a fast-paced environment with multiple deadlines;
