BID NOTICE UNDER OPEN BIDDING FOR PROCUREMENT OF RENEWAL OF VMWARE LICENSES FOR 1 YEAR

1. National Identification and Registration Authority (NIRA) has allocated funds to be used for the Procurement of Renewal of VMWare License for 1 year.
2. The Entity invites sealed bids from eligible bidders for the provision of the above services.
3. Bidding will be conducted in accordance with the open domestic bidding method contained in the Public Procurement and Disposal of Public Assets Act. Cap 205 and is open to all bidders.
4. Interested eligible bidders may obtain further information and inspect the bidding documents at the address given below at 7(a) from 08:00 am - 5:00 pm (working Days).
5. The Bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below at 7(a) and upon payment of a non-refundable fee UGX 100,000/- (Uganda Shillings One Hundred Thousand only). The payment shall be made to the bank and a bank slip presented as evidence of payment. Bidders should generate a payment advice from the URA Portal and present to the Bank for payment.
6. Bids must be delivered to the address below at 7(a) at or before 11:00 am on 8th May 2025. All bids must be accompanied by either a Bank guarantee from a reputable bank licensed by Bank of Uganda of UGX 4,000,000 (Uganda Shillings Four Million only) or an on-demand insurance bond of UGX 8,000,000 (Uganda Shillings Eight Million only) issued by an insurance provider regulated by the Insurance Regulatory Authority of Uganda. Bid securities must be valid until 31st August 2025. Late bids shall be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend at the address below at 7(b) at 11:30 a.m on 09th May 2025.

The National Identification and Registration Authority (NIRA) seeks to renew its VMWare licenses to maintain its critical IT infrastructure supporting Uganda's national identification system. The successful bidder will be responsible for:

• Providing genuine VMWare license renewals for NIRA's virtualization environment
• Ensuring compatibility with existing infrastructure
• Delivering proof of authenticity and full documentation
• Providing technical support throughout the contract period

Requirements for Bidders:

• Certified VMWare partner status
• Proven experience in similar government IT procurements
• Financial capacity to fulfill the contract
• Compliance with PPDA regulations
