How can you make a difference?

Background and Purpose


Uganda has made significant achievements in reducing poverty despite frequent health and climatic shocks. One key challenge has been that In Uganda, official poverty rates are not produced below the sub-region level because at this point sampling errors in the Uganda National Household Survey (UNHS) data are very high/non-negligible. As a solution to this challenge, the Uganda Bureau of Statistics (UBOS), UNICEF, and the World Bank have been working to create poverty maps at the sub-county level using Small Area Estimation (SAE) method developed by Elbers et al. (2003). This entailed combining the universal coverage of the Uganda Population and Housing Census (NPHS) and extensive socioeconomic data collected by the UNHS to produce poverty maps capturing regional heterogeneity at the district and sub-county levels, as well as a map of Kampala city uniquely disaggregated at the parish level.

In 2019 a child monetary poverty report was produced using the 2016/17 UNHS and the 2014 NPHS. This was a joint report done by UBOS, UNICEF and World Bank. With support from UNICEF, UBOS produced monetary child poverty estimates using same SAE methodology as in the 2019 report with the only difference being that the 2016/17 UNHS was replaced with 2019/20 UNHS. Geographic Information System (GIS) monetary child poverty maps have also been produced at the district and sub-county levels, as well as a map of Kampala city parishes. In summary, there are monetary child poverty estimates (data) and poverty maps but with no report.

UBOS with support of UNICEF requires the services of a consultant to utilize the above information to produce a draft child monetary poverty report.

Justification


The timely production of the findings in the Monetary Child Poverty report is critical for all evidence-based decision-making regarding children by the Government of Uganda and key stakeholders. This information is a key input for budgeting and will provide the basis for advocacy for improving the situation of children in Uganda.

Objective of the assignment
1. The major objective of the assignment is to produce a detailed analytical Child Monetary poverty report based on the child monetary poverty estimates produced by UBOS and GIS poverty maps at sub-region, district and sub-county levels.

2. The consultant shall be expected to liaise with department of Population and Social Statistics in the Uganda Bureau of Statistics (UBOS) at every stage of analysis and report production.

3. The consultant shall be tasked to perform a desk review of recently produced child monetary, multi-dimensional poverty reports and other related child poverty publications which shall be used to outline the background and determine the baseline for the current poverty figures.

4. The consultant shall also work closely with the department of Population and Social Statistics to clearly outline and document the methodology for the production of the Child Monetary Poverty index.

5. The bulk of the assignment shall be to conduct an in-depth analysis of the poverty numbers at the National, district and subcounty levels including poverty maps explaining the extent, trends and geographical variation of monetary child poverty

6. The consultant shall be expected to draft findings and key recommendations to inform government programming and other key stakeholder interventions.

7. The consultant shall be expected to draft the report with a concise executive summary, methodology, analysis, findings and maps, key recommendations and a detailed annex with the Small Area Estimation errors and other data.

8. The consultant shall also be expected to present the report to the directors of the UBOS department of Population and Social Statistics and the Chief of Social Policy for its validation and follow-up for the sign-off by the UBOS Executive Director and the UNICEF Country Representative

Tasks

a) Commence Desk review of available monetary poverty materials and other related child monetary poverty materials
b) Initiate engagement with the UBOS department of Population and Social Statistics
c) Clearly outline and document the methodology for the production of the Monetary Child Poverty Index
Conduct an in-depth analysis of the poverty numbers at the National, district and subcounty levels including poverty maps explaining the extent, trends, and geographical variation of monetary child poverty
Submit the first draft report with a concise executive summary, background, methodology, Analysis and findings and maps, key recommendations, and a detailed annex with the SAE.
Incorporate comment/feedback received on the first draft and present a second draft
Presentation of the final draft report to the directors of the UBOS department of Population and Social Statistics and the Chief of Social Policy for its validation

To qualify as an advocate for every child you will have…
The selected national consultant should have:

Education:

• Minimum of master’s degree in economics, International Development, statistics or related qualifications. PhD qualification is an added advantage.

Work Experience:
Minimum of 7 years of local and/or international experience in poverty estimation and analysis
Knowledge of Uganda’s political, economic, climatic and epidemiological contexts

General Conditions: Procedures and Logistics
• Under the consultancy agreements, a month is defined as 21 working days, and fees are prorated accordingly. Consultants are not paid for weekends or public holidays.
• Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement.
• No contract may commence unless the consultant provides a certificate of completion of a mandatory course on “Prevention of Sexual Exploitation and Abuse”. A certificate to be submitted with the signed contract should have been obtained in the last three months.
• For international consultants outside the duty station, signed contracts must be sent by fax or email. Signed contract copy or written agreement must be received by the office before Travel Authorization is issued
• No consultant may travel without a signed travel authorization prior to the commencement of the journey to the duty station.
• Unless authorized, UNICEF will buy the tickets of the consultant. In exceptional cases, the consultant may be authorized to buy their travel tickets and shall be reimbursed at the “most economical and direct route”, but this must be agreed to beforehand.
• Consultants will not have supervisory responsibilities or authority on UNICEF budget.
• Consultant will be required to sign the Health statement for consultants/Individual contractor prior to taking up the assignment, and to document that they have appropriate health insurance, including Medical Evacuation.
• The Form 'Designation, change or revocation of beneficiary' must be completed by the consultant upon arrival, at the HR Section.
• Clearance from the Government is required for civil servants or other government employee.
• Language: Fluency in English.

Application Procedure/Call for Proposals

Interested candidates are required to submit a technical proposal on how they intend to approach the work. The proposal should include a timeline, and methodology, based on the Terms of Reference. The proposal must also include detailed CV of the consultant, as well as a financial proposal, clearly indicating daily rate for professional fees. The financial proposal must be all-inclusive of all costs (consultancy fees and where applicable air fares, airport transfers, daily living expenses). This is an international level consultancy and competitive market rates should apply.

Evaluation of Candidate:

The consultant will be competitively selected from a list of applicants based on their past experience of doing similar work (extensive experience in writing donor reports, in compiling and editing annual reports for various UNICEF offices).
