Montrose is a UK company with an Africa Regional Office in Kampala, Uganda and an Asia-Pacific Regional Office in Yangon, Myanmar. Montrose implements projects in over 20 countries globally
Purpose of the position: To support the successful delivery of Montrose’s global programmes
Location: Kampala, Uganda with willingness to travel to other countries in Africa and Asia
Core responsibilities of the role
The Programme Officer will support the successful delivery of Montrose global programmes. This includes:
A. Technical responsibilities specific to the role
The Programme Officer will be supporting the Programme Team including the Senior Programme Manager, Programme Managers and the Programme Co-ordinator as well as supporting the wider Montrose team from other departments including HR, operations and finance with tasks pertaining to the effective delivery of the projects. The Programme Officer will:
• Support the programme team in managing cost-effective and high-quality project implementation.
• Developing and working within work plans and working budgets where applicable.
• Travel and other logistical arrangements and procedures.
• Manage project components as required.
• Review and proofread programme delivery reports.
• Where applicable, represent Montrose on working groups to support the achievement of project goals.
• Support technical experts through providing basic research or other support on technical areas where applicable.
• Support the management of project consultants.
• Lead on ensuring compliance with contracts and internal policies.
• Development of draft ToRs for consultants.
• Responsible for understanding Client contractual obligations and internal policies.
• Support implementation of policies and adherence to all contractual compliance.
• Support, where appropriate, organising project-related logisitics.
• Support project financial management including working within set budgets and managing expenditure accordingly.
• Timely collection and processing of internal and external timesheets and invoices.
• Support and participate in implementation of health and safety processes and procedures including office fire drills and stock checking of first aid supplies for project use.
B. Grade-Level Roles and Responsibilities
1. Research
• Support technical research related to projects or proposals, with direction
• Oversee data collection
• Write summary reports on data collected.
2. Finance
• Demonstrate a basic understanding of financial management within Montrose including monitoring expenditure against budget and proactively re-forecasting budgets with the support of the Senior Programme Manager and Programme Managers.
• Demonstrate a basic understanding of the financial roles and responsibilities of different departments
• Be able to identify cost inputs for budgets
• Comply with all internal governance and finance procedures and standards (including confidentiality and accountability)
3. Consultant Management
• Be able to draft consultant ToRs from a scope of work
• Be able to support the identification of qualified consultants
• Understand how to complete compliance and due diligence processes for consultants and why this is necessary
• Ensure consultants have any documentation they require ahead of time.
4. Key Documents
• Understand how to format, proofread and co-ordinate inputs into documents such as reports or proposals and CVs using the Montrose Style Guide and template documents.
• Demonstrate ability to create and update workplans where applicable
5. Risk Management
• Understand risk management and its importance in Montrose
• Write risk registers for assigned projects, proposals or office management including assessing risk levels and identifying mitigation strategies
• Demonstrate ability to manage own personal risk (e.g. draft and implement a journey management plan for any travel).
6. Administration
• Demonstrate a basic understanding of administration procedures in Montrose
• Adhere to Montrose administration procedures (e.g. Conflict of Interest declarations)
• Demonstrate excellent organisational skills and an ability to work proactively and using own initiative.
7. Strategy and Leadership
• Act as an ambassador for Montrose
8. Representation
• Demonstrate an awareness of relevant stakeholder management plans
• Understand the project or proposal being delivered and be aware of other active Montrose projects
9. Internal HR
• Set, review and meet personal Goals and engage with your line manager in a quarterly performance review process.
• Identify and undertake continuous professional development opportunities
• Show understanding of and potential for internal career progression.
10. Company Culture
• Promote the Montrose work ethic and values (People, Quality, Innovation & Responsiveness)
• Act as a Montrose professional at all times and follow the Montrose Code of Conduct
• Demonstrate excellent collaborative working skills and be an active member of the programme team whilst promoting cross departmental team working within Montrose i.e with finance, HR, operations and communication teams.
Essential skills, qualifications, and attributes
• Degree or equivalent in a relevant field
• A passion for doing development work better, working with all types of stakeholders, partners, clients, consultants, government counterparts, and community members to improve people’s lives.
• Exceptional drive, and a willingness to work hard to deliver high quality outcomes
• Strong time management, organisational and communication skills, and exceptional attention to detail
• Experience in project management
• Ability to work well within a team
• Excellent written and spoken English, with the ability to write accurate, and relevant reports
• Excellent problem-solving skills, with the experience of seeking creative ways to overcome complex problems
• Willingness to learn and adapt with the growing Montrose programme team
• Ambition, drive and determination to succeed required
• Microsoft Office proficiency (Teams, Word, Excel, PowerPoint, Outlook, SharePoint)
• Right to live and work in Uganda essential (currently based in Kampala an advantage)
Desirable Skills, Qualifications, and Attributes
• Knowledge of French, Spanish and any local African languages
• Knowledge of the research, monitoring and evaluation, enterprise, environment, education, gender and health sectors
• Experience working with the private sector for development
• Ability and experience of engaging with government
• Minimum of 2 years work experience.
