Job title: Program Manager
Background:

The Tuberculosis Implementation Framework Agreement (TIFA) is a USAID-funded project implemented by JSI Research & Training Institute (JSI) and partner Open Development. The project builds on USAID's investment in TB disease programming while supporting countries' capacity to plan, finance, monitor, and sustain their high-quality TB programs.
Purpose of the Assignment: In Uganda, TIFA is providing resources for grants to the National TB and Leprosy Program (NTLP, 2 grants), and to the National Tuberculosis Reference Laboratory/Supranational Reference Laboratory (NTRL/SRL, 3 grants). JSI will hire a Program Manager whose responsibility will be to work closely with program and finance staff within the two entities to develop and help manage quarterly workplans to ensure smooth grant roll-out.
Duty station: Kampala, Uganda with travel to various districts (TBC) Indicative assignment period: Level of effort is full-time for one year, with possibility of extension.
Description of assignment: In Uganda, TIFA will use TB commitment grants (TCGs) to fund the NTLP and NTRL/SRL to strengthen TB care and improve TB case finding. The TIFA Uganda Program Manager will liaise with TIFA staff in the US, JSI Uganda, the NTLP, NTRL SRL, and USAID Mission staff to coordinate the development and implementation of grants with the NTLP and NTRL/SRL and manage the TIFA-led activities.

Specifically, s/he will:
• Coordinate with the NTLP and NTRL/SRL to monitor implementation of grants, and assist the NTLP and NTRL SRL in troubleshooting challenges;
• Support the NTLP to develop additional grants to program the remaining available funds
• Conduct technical validation of selected milestones submitted for payment;
• Facilitate communication among the NTLP. NTRL/SRL, the USAID Mission, JSI Uganda, and the TIFA Uganda country core team in the US.
• US. This full-time position will be based in Kampala, Uganda. The TIFA Program Manager will be employed by JSI Research & Training Institute, Inc. and will be located in the office for the USAID PMI Uganda Malaria Reduction Activity, led by JSI.
• S/he will coordinate closely with the Chief of Party and the Director of Finance and Administration for that project and will report to the TIFA Uganda country team lead based in the US. Payment for this position is in Uganda Shillings.

The consultants' key tasks will include: Tasks
• Co-lead of NTLP and NTRL/SRL financial management staff with TIFA to monitor grants and contracts, when appropriate, and to discuss and troubleshoot potential challenges to grant financial management within the Ministry of Health (MoH) system
• Coordinate with the Chief of Party and Director of Finance and Administration for JSI's project office to confirm funding/ accounting set-up to manage TIFA funds through JSI's country office
• Work with the NTLP and NTRL/SRL point-of-contact (identified) to lead expenditure management processes and responsibilities to ensure smooth grant fund flows so that activities take place on time and with adequate budget and milestone payment requests processed as per agreements.
• Work with the NTLP and NTRL/SRL points of contact and NTLP leadership to conduct monthly expenditure reviews to analyze budget variances and determine activity adjustments where needed. As needed provide guidance/mentoring for effective budget tracking and/or tools for NTLP and NTRLSRL grant expenditure reporting to MOH.
• In the event of delays in the disbursement of funds for grant activities, work with JSI/Uganda and TIFA's Senior Agreement Management Officer (SAMO) to troubleshoot delays and develop mitigating actions.
• Work with NTLP and NTRL/SRL to analyze strengths. opportunities and barriers for future grant direct financial management and include an activity plan for how challenges might be addressed
• Conduct regular check-in calls or meetings with NTLP and USAID/Uganda to monitor progress in grant implementation, troubleshoot issues, and agree on support or next steps required
• Monitor grant activities in the field
• Participate in USAID and NTLP partner meetings as requested
• Serve as the primary liaison in Uganda among TIFA, USAID, NTLP, and other key stakeholders
• Submit brief twice-monthly written reports to TIFA, contribute to project quarterly and annual reporting
• Work closely and regularly with the activity manager at USAIDI Uganda

Qualifications/experience required for the assignment:
• Graduate degree in finance, business, accounting, or related courses.
• Five to eight years of experience working in program management and implementation with the national government in Uganda desired; experience with NTLP highly desirable
• Experience with grant development and management including activity planning
• Experience working collaboratively with MoH personnel; skilled in relationship building, coaching and mentorship Strong management skills, an accounting degree and familiarity with MoH systems preferred
• Experience with budget management or public financial management
• Experience with USAID grants, experience with fixed amount awards highly valued Experience with Tuberculosis programs in Uganda or the region highly preferred
• Ability to write concise reports preferred
• Ability to travel within Uganda (approximately 20-25% of time)
