Position Objective (Summary of placement in the function and broad responsibilities)
The Program Officer Human Resource and Procurement will report to the Manager Finance and Administration and will be responsible for developing and implementing HR policies, managing recruitment and staff development, ensuring compliance with labor laws, and overseeing the administrative operations to support RUFORUM's strategic goals. The Human Resource and Procurement Officer will be responsible for all procurement/contracts related matters that support the efficient functioning of the Secretariat. S/he will keep up with product and service trends and ensure that all procurements are undertaken in a transparent, professional and cost-efficient manner in compliance with best practice. S/he is expected to have strong interpersonal skills to promote both internal and external relations amongst staff and with product/service suppliers and will contribute to making the RUFORUM Secretariat a better place to work.
Duties and Responsibilities (Functional statements defining the responsibilities and objectives)
• Develop and implement HR strategies aligned with RUFORUM goals, objectives and legal requirements
• Design and manage the staff development and performance management system to evaluate and improve employee performance
• Develop and implement initiatives to enhance staff engagement, motivation, and integration within the organization and ensure compliance with all relevant labor laws, regulations, and organizational policies
• Manage office facilities, procurement, and general administrative tasks to support the smooth functioning of the organization
• Develop and promote wellness programs to support the physical and mental well-being of staff
Activities
• Develop and implement HR strategies, policies, and procedures (Automated HR system) in line with RUFORUM’s objectives and in compliance with labor laws.
• Institute a staff development, performance and reward management system (including follow up on study completion rates)
• Design and implement a staff recruitment/talent identification program
• Develop a procurement management system (annual planning, sourcing, evaluation and contract management)
• Develop a centralized record keeping system that will provide safe custody of key strategic records for RUFORUM
• Develop and implement initiatives to enhance staff engagement, motivation, and integration within the organization and promote a positive organizational culture.
Deliverables
• Recruitment and on boarding of qualified staff to support RUFORUM program areas
• A staff development and performance enhancement system established (based on staff capacity needs) including in built mechanisms for study completion
• Centralized logistical and record keeping system developed and operationalized
• A comprehensive and automated procurement and contract management system
• Annual staff appraisal reports
• Periodic and activity based reports timely delivered.
Requirements (Education, experience, technical competencies required of the job)
• A Master’s degree in Human Resource Management, Business Administration, (with a bias in Human resource and procurement), Public Administration, or a related field from a recognized institution.
• Professional certification in HR (e.g., CIPD, SHRM) is highly desirable.
• Legal knowledge for labour laws and contract knowledge will be an added advantage
• At least 5 years of progressive experience in human resource management and administration, preferably in an academic, research, or non-profit organization.
• Proven ability to lead procurement, HR initiatives and manage multiple projects simultaneously.
• Strong leadership and skills in handling employee relations issues, conflict resolution, and fostering a positive workplace culture.
• Ability to analyze HR metrics and data to inform decision-making and improve HR practices.
• Familiarity with HR information systems and other relevant software. Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
• High level of integrity, confidentiality, and ethical standards in handling HR and administrative matters.
• Ability to work effectively in a multicultural environment and to understand and address the needs of diverse stakeholders.
