Knowledge Management and External Communications

BACKGROUND
The purpose of the Strengthening Human Resources for Health (SHRH) project is to strengthen the capacities of central ministries, districts, health professional councils, PNFP and health training institutions to effectively and efficiently plan, manage and utilize the health workforce: and strengthen systems for sustained health worker performance to improve health outcomes for the people of Uganda.

PRIMARY RESPONSIBILITIES:
The Program Officer External Communications will work closely with the Chief of Party and individual program managers to effectively communicate the work of the SHRH project and raise its profile with external audiences. The Program Officer shall be responsible for documenting and disseminating key program achievements to various stakeholders including USG and non USG development partners. government departments and the general population. The Program Officer will be responsible for documenting and reporting on program activities through a variety of media outlets, including newspapers and the internet.

ESSENTIAL FUNCTIONS
• Work with program senior management to develop a SHRH strategic communication and documentation plan and oversee its implementation
• Identify key program areas for documentation and dissemination
• Lead documentation of key program achievements including writing, success stories, news briefs and blogs
• Support project staff on all technical presentations and reports to ensure polished final products with appropriate USG and project branding.
• Provide technical support to program staff to increase visibility of key program events
• Build staff capacity in documentation and communication
• Perform any other assigned duties

QUALIFICATIONS AND EXPERIENCE
• Degree in communications, mass media, journalism, social sciences, marketing or other relevant field
• Additional training in behavior change communication and/or project planning and management
• At least 3-6 years’ experience supporting donor-funded project knowledge sharing/ management and communications activities
• Demonstrated excellent oral and written communication, presentation, and interpersonal skills in English
• Demonstrated competence in graphic design, for example Adobe Creative Suite
• Ability to conduct rapid stakeholder analysis and design appropriate communication messages based on identified needs
• Proven experience developing communication messages
• Experience working with a variety of donors and USAID in particular Employer.
• Computer literacy in Word, Excel, Power Point, and graphic design software

OTHER TECHNICAL SKILLS
• Familiarity and experience working with the Uganda health care system, the Ministry of Health, District Government, and other development organizations in Uganda would be an added advantage
• Experience working on USAID-funded projects is desirable

WORKING CONDITIONS / PHYSICAL REQUIREMENTS

• The Program Officer will report to the Chief of Party, based at the project headquarters in Kampala. Willingness and ability to work independently with all stakeholders.
• Willingness to accept additional responsibilities.
• Willingness to work overtime as required.
• Willingness to travel throughout Uganda to work with partners and key stakeholders, and potentially internationally, as required.
