JOB DETAILS:
Job Purpose:
Under the supervision of the Deputy Representative, the Programme Coordinator Gender and Youth will act as a coordinator for the Gender, GBV and Youth programmes of UNFPA Uganda Country Office with the responsibility to develop and effectively manage programmes and related staff. The incumbent will develop strengthened capacities to formulate and implement multi-sectoral, rights-based policies and interventions that prevent and mitigate the impact of GBV and other harmful practices. The coordinator will also be responsible for the provision of technical and advisory services to support youth activities in the country office, with special attention to the UN Youth Development flagship programme.
S/he will supervise a team of national and international staff, focusing on normative work in gender and youth transformative policy and programming strategies to implement human rights-based, integrated, context-specific, evidence-based, innovative and gender transformative approaches to address harmful social norms, discrimination and other causes of marginalization including for persons with disabilities.

Responsibilities:
The Programme Coordinator, Gender and Human Rights will be responsible for:
A. Effective Management and Technical Leadership on Gender and Youth issues
• Coordinates and provides effective management and guidance throughout all stages of programming to ensure management and delivery of results so that women, adolescents, youth and the most marginalized populations are empowered to exercise their full sexual and reproductive rights in a safe and enabling environment free from gender-based violence and harmful practices through gender transformative and intersectional approaches.
• Leads the development, implementation, and monitoring of high-quality, evidence-based and coherent GBV prevention and response and adolescents and youth programming to deliver to the new UNFPA CPD 2021 -2025 in Uganda. Provides quality technical and strategic support and guidance for relevant policies, strategies and activities related to GBV and ASRH at national and subnational levels.
• Provides programmatic and policy guidance to strengthen integration of youth development and GBV prevention, response and coordination into national frameworks and multi-sectoral development plans and budgets.
• Support the effective establishment of a GBV referral system in line with international standards at national and subnational levels.
• Ensure technical quality assurance of GBV programmes across humanitarian and development continuum in line with global guidelines
• Support scale up programming efforts in relation to CPD outcome on gender and social norms in alignment with UNFPA Strategic Plan 2022-2025.
• Act as the main PSEAH focal point for UNFPA CO ensuring full compliance of UNFPA guidelines and procedures on PSEAH
• Provide strong strategic management of the portfolio ensuring effective engagement with relevant implementing partners and seamless delivery of the country programme and work plans.
• Contributing to effective coordination related to SRHR/GBV/HIV/YD and gender equality in the country by being actively involved in key coordination meetings. This includes participating in relevant meetings, including settlement coordination meetings etc
• Provision of technical and advisory services to support gender and youth activities in the country office. S/he will provide technical support for relevant capacity building activities, coordinate partnerships and mobilize political support for national youth policies and programmes for youth with a particular focus on priority YD thematic areas of Uganda.
• Providing high level technical support to partners when needed
• Assessing implications of new policy developments and strategies on programme execution, and ensuring their integration. Provides technical support to the development of relevant advocacy and policy documents to address SRHR, GBV, Youth Development and broader gender issues at the national level.
• Provide technical support and capacity building to program officers and implementing partners including stakeholders and leaders in the gender and youth development sectors to ensure efficiency, effectiveness and coherence of program implementation in humanitarian and development settings.
• Support inter-agency mechanisms including the Gender Working Group to facilitate a coordinated approach between the Government and the development partners in support of the frameworks for protection and advancement of gender equality and human rights
• Lead and provide technical guidance to the UN convergence areas that are relevant to the UNFPA’s mandate in the country
B. Monitoring, Evaluation and Knowledge Management for Policy Advocacy
• Lead development of GBV policies, guidelines and standard operating procedures to support quality case management of GBV across the multi sectoral response areas.
• Lead development of national youth policies, implementation plans and guidelines in line with developing priority needs of stakeholders in the youth development sector.
• Actively document country level promising practices and programmatic innovation on GBV prevention and response and adolescents and youth, and disseminate them with partners.
• Ensure the regional and global guidance and technical resources can be translated into country specific context and promising practices.
• Develop innovative communication and advocacy strategies to disseminate GBV programming promising practices, including during 16 Days of Activism to end GBV.
• Develop innovative strategies to assist the country commemorate and achieve results as part of activities to mark international youth days set by the UN, AU, EAC, Commonwealth, etc. as may be relevant to Uganda.
• Overseeing achievement of programme results by ensuring that monitoring and oversight mechanisms are established and implemented
• Ensuring effective knowledge management strategies are implemented by the programme team, capturing lessons learned and best practices for future planning; addressing training needs of partners and staff.
• Support studies, research on youth development policy and programme effectiveness in the country and advice governments and partners.
• Support governments and implementing partners in the country to prepare and submit technical and financial reports in conformity with signed donor agreements and in accordance to UNFPA guidelines and standards.
• Actively participate in the evaluation and documentation of program results in the country, best practices and lessons learned and effectively share these with relevant partners to inform programming, policy and advocacy.
• Prepare analytical and project reports to be shared with the Local Government, UNFPA Country Office, UN Country Team (UNCT), donors and other relevant stakeholders.
C. Partnerships, Communications and Capacity Building
• Coordinates partnerships and mobilizes support for national policies and programmes for GBV and adolescents and youth with a particular focus on comprehensive and integrated approach to SRH and GBV services, with special attention to adolescents and youth, prevention of child marriage, Female Genital Mutilation, teenage pregnancy, and new infections of HIV.
• Plays a key role in supporting UNFPA, the government and partners to enhance coordination and partnerships on GBV and adolescents and youth, and joint actions to advance the demographic dividend working in an integrated approach across teams and in support of field offices.
• Map and develop a database of youth development actors and institutions in the country and provide support towards institutional and leadership development to strengthen the youth development sector in the country.
• Plays a key role in leading and coordinating the UN flagship initiative on youth development;
• Plays a key role in supporting the CO to respond to its growing role in supporting the Government and partners in accelerating efforts to end GBV and prevent and eliminate child marriage and FGM in Uganda
• Support the Representative in the effective co-leading of the UN Gender Joint Team and implementation of the working group’s annual work-plans; as well as supporting the national gender coordination group at national level.
• In collaboration with the P and D focal point, support the government in the implementation of the DD road map
• Work in alignment with inter-agency coordination mechanisms linked to the UN Sustainable Development Cooperation Framework and those of Government and Development partners including the Coalition of the Willing on Child Marriage, teenage pregnancy and FGM
• Lead country office adolescents and youth and GBV prevention and response programming advocacy and resource mobilization efforts
• Support capacity building of partners to generate, analyze and utilize quality data for evidence-based decision making, policy and program formulation, monitoring and evaluation
• Proactively contribute to Gender and youth advocacy, partnership building and resource mobilization efforts of Country Office by preparing relevant documentation (i.e. project summaries, conference papers, speeches, donor profiles, and participating in donor meetings and public information events).
• Work with media to publicize UNFPA’s work and achievements, to disseminate UNFPA’s results in national media.
• Facilitate the identification of resource gaps in the country settings and provide technical input to the development of resource mobilization documents.
• Support accountability and Programme visibility for UNFPA programmes in the country, in alignment with donor signed agreements. Provide leadership in demonstrating UNFPA’s work to partners to enhance goodwill and partnership.
D. Administration, Management and Representation
• Providing administrative oversight including ensuring awareness and adherence to all organizational policies (audit guidelines and recommendation, travel, vehicle, procurement, human resources, security, etc) of GEYD unit and representing UNFPA in compound and area security coordination. Ensure organizational equipment and assets are maintained and used in accordance with UNFPA policies and business practice.
• Oversee the development of project proposals, resource mobilization, donor report and other related documents , liaise and coordinate with donors, development partners, government and other relevant stakeholders.
• Directly supervise UNFPA staff in the GEYD unit and work closely with the IFS unit and relevant gender colleagues in the field.
• Liaising with the Operations Manager and the Programme Delivery and Coordination Specialist to strengthen Country Office support to field offices and staff
• Facilitating professional development of staff and promote their safety and well-being
• Represent UNFPA at key events where required, with regard to UNFPA’s mandate, including field visits by government and donors, international days and policy formulation fora.
• Provide leadership, supervise and regularly appraise staff
E. General Support
• Stand-in for other Programme team members on selected functions as may be required.
• Carry out any other duties as may be required by UNFPA leadership.

Qualifications and Experience:
Education:
• Masters Degree degree in health, population, demography, development, law and/or other related social science field.
Knowledge and Experience:
• At least 7 years of increasingly responsible relevant professional experience, including experience on design, implementation, monitoring and management of GBV and Youth development programmes.
• Demonstrated knowledge of Gender Equality and GBV Guiding Principles, survivor-centered approach, latest evidence, research, global guidelines and good practices on prevention and response to gender-based violence.
• Demonstrated knowledge of Youth Development Programming including adolescents reproductive health, youth mainstreaming, positive youth development approaches, youth policy development and implementation, and institutional strengthening.
• Demonstrated experience in leading capacity building initiatives in gender and youth development.
• Experience in utilizing the following internationals tools: Inter-Agency Minimum Standards for GBV in Emergencies Programming; Essential Services Package for women and girls subject to violence; Inter-Agency GBV Case Management Guidelines; GBV Information Management System; IASC GBV Guidelines; GBV Coordination Handbook; RESPECT Framework for GBV prevention; WHO manual for Health Managers: Strengthening health systems to respond to women subjected to intimate partner violence or sexual violence ; WHO Ethical and Safety Recommendations for Researching GBV in Emergencies; and the IASC Guidelines on Mental Health and Psychosocial Support.
• Experience in evidence informed policy advocacy for GBV prevention and response and development of national actions plans to address GBV.
• Experience in effectively leading diversified team of experts and coordinating with government counterparts, international and local NGOs and UN Agencies, Funds and Programmes
• Experience in programme/ project management including experience in large multi-sector programmes;
• Excellent communication skills and experience with management of staff in multi-locations.
• A thorough understanding of the UN system in general, and especially UNFPA mandate, its policies and operations and current development topics and political issues in Uganda will be an added advantage
• Demonstrated ability to work in and lead a team
Languages:
Fluency in English; knowledge of other official UN languages, preferably French is desirable.
