Purpose
The role of the Program Implementation Manager (PIM) is to shape WCH organization's strategic direction and ensuring the Country program operates efficiently within the broader global framework.
Objective of the job
The PDQM’s responsibilities encompass program development, quality assurance, staff capacity building, research, and managing a dynamic team. The PDQM is predominantly based in Kampala but involves regular travel to our field locations, with direct reporting to the Country Director.
Essential Functional Relations
The position reports to the Country Director with works in collaboration with collaborates closely with the Programme Implementation Manager (PIM), Operations Manager, Finance Manager, HR Manager, The R&D, Regional, 2PG and Program Quality (PQ) teams.
The position supervises; Senior Education Coordinator, M&E/Research Manager, Senior Coordinator Partnerships & Grants, Senior Coordinator Youth, Senior Coordinator Child Protection.

Detailed Roles and Responsibilities
1. Strategy and Programme quality
1. Contribute to the development of the Country Strategy and annual plans, aligning them with the organization's overarching goals.
2. Continuously assess and measure program effectiveness, ensuring our project address local needs.
3. Oversee the quality of donor reports, ensuring they adhere to War Child's program quality standards.
4. Monitor and evaluate the effectiveness and quality of project activities in collaboration with program staff.

• Development & Compilation of Robust Country Strategy and Annual plans.
• Create vibrant donor and partnership engagement.
• Strong funding pipeline for the Country Program
1. Take an entrepreneurial approach by identifying funding opportunities for the Country Program.
2. Monitor and assess the funding environment, advising the Country Management Team on potential avenues.
3. Lead the development of project proposals and concept note, ensuring they align with War Child's Country and Global Strategy.
4. Manage the grants management information system for the Country Programme.

1. Partnerships and Scaling
• Build meaningful relationships with international, national partners and donors for scaling WC Evidence Based Intervention.
• Provide coaching and capacity building to program and partner staff to enhance their capabilities to implement EBIs.
• Lead localization agenda through building long term vision in collaboration with the regional office.
• Conduct due diligence for the partner and form consortium for complementary/integrated programing.

• Represent War Child in national networks, working groups, or consortia, fostering collaboration and sharing best practices.
• Collaborate with ministries and organizations for institutionalization and scaling of EBIs.

Qualifications, skills and competences
Skills and Competences:
• Master’s degree in Psychology, Pedagogy, Community Development or Social Sciences or any other relevant degree.
• Knowledge of psychosocial programmes for children within the Humanitarian sector
• 5 years’ experience in a similar position in Africa including management of staff
• Experience with community-based programmes with an (I)NGO in post conflict context
• Experience with training and capacity building
• Experience with strategic networking for partnership development and resource mobilisation, familiarity with major donors (EC, ECHO, USAID, FCDO), and with UN agencies
• Social and communicative skills for coaching and managing of staff and frequent internal and external contacts.
• Written and oral expressions skills for writing proposals and reporting
• Full professional command of English (verbal and written), working level of Arabic is an added value.
• Ability to assess social/ political situations and able to act in a diplomatic way in delicate situations.
• Good listening, analytical and problem-solving skills.
• Understanding and practicing shared leadership
• Good people management skills
• Able to work with minimal supervision
• Ability to organize, multitask and prioritize.
• Good communication, planning and problem solving skills.
• Result oriented.
