JOB DETAILS:
PROGRAMME MANAGER, JAM UGANDA
Purpose of the role:
Manage all aspects of the development and implementation of the JAM Uganda programme and support functions to facilitate the implementation of the country strategy. Provide leadership, strategic direction, management and evaluation of all aspects of the JAM programmes. Play a key role in fundraising, external representation, legal compliance, grant management, programme coordination and team leadership. The position reports to the Country Director The ideal candidate is a results-focused professional with vision and an entrepreneurial spirit. We're looking for someone open minded, self-driven and passionate about creating change and who understands lean start-up approaches; .
Key Responsibilities:
1. Fundraising and designing quality and innovative programmes
• Develop and implement a fundraising strategy and break it down to actionable annual/quarterly operating plans with clear forecasts and targets.
• Develop close relationship with donor agencies, particularly those with local missions in Kampala, maintaining sound on-going relationships:
• Identify and develop innovative and strategic partnerships and consortia with private, public, research, academia and nongovernment partners.
• Lead the development of project designs and proposals in timely manner, and in line with JAM programming framework and specific donor guidelines. This includes contributing to writing of the
technical approach and managing the overall proposal process.
2. Programme delivery and quality assurance
• Oversee the implementation of projects by ensuring that activities outlined in donor contracts are implemented in a timely manner, meeting set targets within the proposed budgets and in accordance with contractual obligations.
• Support field managers in all aspects of finance, administrative, human resource and logistics management, ensuring knowledge of and adherence to applicable policies and procedures.
• Establish effective systems to ensure timely reporting to donors, support other programme staff in understanding funder requirements and ensure reports are in the correct format, and edit sections of reports as needed.
• Develop information and communication collateral such as: stories, photos, videos, newsletters, brochures, fact sheets, donor reports and annual reports.
3. Financial management, risk management and statutory compliance
• Provide sound stewardship over financial and non-financial resource. Responsible for proper utilization, including risk minimization, of organization's assets and estate.
• Oversee project expenditure and hold budget management responsibility for the country programme, including monitoring budget vs. expenditure.
• Provide recommendations and interventions to correct and identify deviations that impact budget adherence to Finance Manager and Country Director.
• Ensure compliance to government laws and guidelines. This includes renewal of operating permit and fulfilling statutory obligations like revenue/tax returns, WHT, PAYE and NSSF
4. Human resource management
• Determine personnel needs for the country operation, develop job descriptions and in coordination with Human Resource Manager, assist in recruitment and on-boarding of new staff;
• Provide day-to-day leadership and management of direct reports: creating and nurturing an environment that supports high performance, learning and teamwork.
• Support and encourage appropriate personal and professional development of staff.
• Manage security and safety of staff and assets through the development and implementation of the Standard Operating Procedures in line with JAM International Security & Safety Policy
Qualifications and requirements:
1. A university degree in a relevant field (International Development, Project Management, Social Sciences or one of JAM's programming areas - Food Security & Livelihoods, Nutrition and WASH;
2. Proven experience and strong knowledge (breadth and depth) of various sectors such as: food security, WASH, nutrition, humanitarian protection and emergency response.
3. Ability to engage at a strategic level and demonstrated track record of successful proposal development and donor relations;
4. Demonstrated project management experience, with strong understanding of quality frameworks and monitoring, evaluation and learning systems.
