JOB DETAILS:
West Nile Regional Civil Society Network (WECISNET) is registered as a NonGovernmental Organisation (NGO) and is incorporated with the Uganda Registration Services Bureau as a company limited by guarantee without a share capital. WECISNET rebranded from Arua District NGO Network (ADINGON) and focuses on the entire West Nile subregion. Its member organisations comprise community-based organisations (CBOs), faith-based organisations (FBOs), and NGOs. The vision of WECISNET is “A peaceful and well-governed society”. The nework’s mission is to be “a regional platform of empowered and well-coordinated civil society organisations that effectively influence governance and development processes in the West Nile sub-region”.

In the strategic plan 2022-2026, one of the network’s strategic goals is to ensure that,
“member organisations and other subnational and national CSO and CSO networks are adequately served by WECISNET.” The specific objectives under this goal include ensuring that member organisations and other CSOs in the West Nile subregion comply with statutory registration and reporting requirements, demand for a supportive NGO legal and regulatory framework, mobilise more financial and material resources, and receive external capacity strengthening support.

WECISNET will implement a project with the overall objective of creating a regulatory and operational environment that is more conducive for CSOs in the West Nile subregion. This is under the GIZ Civil Society in Uganda Support Programme (CUSP) that is co-funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the European Union.

WECISNET is seeking highly motivated and qualified individuals to fill the following positions:

2. Programme Officer – CSO Institutional Development (1 Position)
Reporting to: Chief Executive Officer, with a dotted line of reporting to the Programme Manager.
Employment Term: Contract
Duration: 16 months, with a possibility of renewal.

Duty Station: WECISNET Secretariat - Arua City

Job Summary:
Coordinate and undertake capacity development of CSOs in the West Nile subregion on institutional/ organisational development and thematic topics.

Specific Job Tasks:
Core tasks
1. Conduct assessment of CSOs to ascertain their level of capacity in priority areas and design appropriate capacity development activities to address existing gaps.
2. Organise and or conduct capacity development sessions for CSOs on priority institutional/ organisational development and thematic topics.
3. Establish and maintain relationships with relevant stakeholders, including the funding partner’s technical advisors, to support CSO capacity development activities.
4. Provide advice plus information on training and learning opportunities to CSOs covering priority institutional/ organisational development and thematic topics.

Other tasks
5. Participate in marketing the CSO Hub services to CSOs and stakeholders.
6. Contribute to planning, monitoring, evaluation, and reporting of the CSO Hub and other projects and processes of WECISNET.
7. Contribute to WECISNET’s resource mobilisation efforts, including making the CSO Hub financially sustainable.
8. Actively participate in and represent WECISNET in relevant forums.
9. Carry out administrative tasks necessary to fulfill the stated roles, including organising meetings and workshops.
10. Undertake any other duties assigned by the supervisor and are relevant to the position.

Qualifications, experience, and competence
Qualifications:
• The ideal applicant must hold a minimum of a bachelor’s degree in the social sciences, humanities, business, or any other relevant discipline.

Experience and competence:
a) At least two years’ working experience in a Ugandan CSO, especially with a focus on organisational development/ CSO strengthening.
b) Proven experience and expert knowledge in organisational development/ CSO strengthening in at least two of the following topics: internal governance; resource mobilisation; financial management; human resource management; or project development, monitoring, and evaluation.
c) Demonstrated working knowledge of Uganda’s legal and regulatory framework, especially related to the mandate, registration, and operations of various types of CSOs.
d) Ability to speak and write effectively in English.
e) Professional experience in results-oriented and inclusive project planning, monitoring, evaluation, and reporting.
f) Experience in organising and facilitating training events, meetings, and workshops.
g) Proficiency in the core Microsoft Office applications, such as PowerPoint, Word, and Excel. The ability to use online meeting applications is an added advantage.
h) Personal attributes of self-drive, independent-working, team-working, creativity, courtesy, and negotiation.
i) Ability and willingness to travel across the West Nile sub-region.
