JOB DETAILS:
The Global Alliance for Improved Nutrition (GAIN) is a Swiss-based foundation launched at the United Nations in 2002 to tackle the human suffering caused by malnutrition. Due to COVID19, conflict in Ukraine and climate change, malnutrition and hunger have worsened significantly since 2019, reversing a decade of progress. There is growing recognition that our food systems need to change if we are to reverse these trends.
GAIN’s Strategy aims to transform food systems to make healthier diets from sustainable food systems accessible to all people and especially those whose are most vulnerable to shocks. By 2027, we aim to improve the access of 1.5 billion people to nutritionally enhanced staple foods, improve the access of 25 million people to healthier diets, and support positive food system change in 10 countries. This is bold and complex, and the only way to achieve this is to work together with partners including governments, businesses, and civil society at the country and global level. These goals, and the ways of achieving them, build on our twenty-year legacy of transforming people’s lives with improved nutrition through concerted action and effective policy change.
DESCRIPTION
Overall purpose
The Consortium of Care International in Uganda, GAIN (Global Alliance for Improved Nutrition) Ugandan partners Food Rights Alliance (FRA), Africa Innovations Institute (AFRII) and Kyambogo University, in partnership with the Dutch Ministry of Foreign Affairs is implementing a 5-year (December 2022 to 2025) Nutrition Advocacy Project – Catalyzing Strengthened Policy Action for Healthy Diets and Resilience (CASCADE). The CASCADE Project has two strategic objectives, namely: to increase access to and consumption of healthy diets, as well as increase the resilience of households to economic and climate change-related shocks with a focus on one million women of reproductive age, girls, and children under 5 years of age. CASCADE in Uganda is being implemented in the regions-Karamoja, Acholi, Lango, Tooro and in eastern Uganda.
To strengthen GAIN’s CASCADE Uganda work in supporting the government of Uganda in the implementation of the Uganda Nutrition Action Plan II as the country’s strategic framework for scaling up nutrition in Uganda. The CASCADE project in Uganda which is implemented by GAIN seeks to strengthen existing public-private partnership (PSPs) to increase access and affordability of nutritious products and services to women and children under five years.
The SUN Business Network (SBN) is the world’s leading private sector focused nutrition initiative: a neutral platform to foster partnerships and collaborations. It aims to engage and mobilize business at a global and national level to act and invest responsibly and to innovate in responsible and sustainable actions. It focuses on emerging markets to improve the consumption of safe food and to make good nutrition more aspirational, accessible, affordable and available for all people.
Tasks and Responsibilities
Policy support
• Support the implementation of all the CASCADE project activities in Uganda.
• Review and synthesize key government food and nutrition related policy documents necessary to deliver project commitments.
• Contribute to drafting reports, policy papers and briefs, factsheets and other documents which synthesize
GAIN learnings, values, and priorities.
• Monitor, engage, and represent GAIN where appropriate, with key global and local policy for CASCADE.
• When necessary, represent GAIN at meetings and conferences and external events e.g. Joint Multi-Sectoral Nutrition Review, Quarterly thematic working group meetings, etc.
Influencing Agenda
• Monitor, attend and engage to represent GAIN, where appropriate, in key national-level and regional -level policy for a and meetings.
• Support the Project Manager in all policy engagements with the key stakeholders in government, private sector, UN, donors, and civil society including academia, media, and other development practitioners.
• Create opportunities to spread key messages arising from GAIN Uganda programs to relevant actors in the nutrition sector in Uganda.
• Maintain GAIN agenda in all fora with public, private sector and CASCADE consortium partners.
• Liaise widely with GAIN Uganda team in the implementation of CASCADE project in Uganda.
• Private Sector Support
• Support the development and maintenance of relationships between SBN members, Government and B2B companies.
• Recruit new SBN members from a pool of private sector players in Uganda- Multinational, national and regional businesses.
• Support the coordination, management and strengthening of the SBN Uganda Platform
• Organize SBN convenings i.e. organize workshops at national and local regional level with private sector actors.
Project Management Coordination
• In consultation with the Project Manager, develop project implementation plans and other Policy work and update key project documents as well as reporting project achievements.
• Ensure timely project updates and reporting.
• Make timely cash requisition for the implementation of CASCADE activities and ensure spending and reconciliation are done in accordance with the GAIN financial guidelines.
• Support the Project Manager to develop annual budget forecast and review it after every quarter to make the necessary adjustments.
• Actively take part in all the consortium project meetings, events and update the Project Manager of the key resolution of such events.
• Provide technical input in the design of upcoming projects for GAIN Uganda.
• Work closely with the M&E associate to collect and update all the required M&E data for CASCADE Uganda and enter it in the system.
• Support M&E associate during evaluation and surveys to make sure such activities are successful.
• Any additional responsibilities mutually agreed with the CASCADE project manager.
Key organizational relationships
• Reports to the Project Manager, CASCADE GAIN Uganda
• Maintain close collaboration with the other project teams of all projects implemented by GAIN Uganda
• Must maintain good collaboration with all the CASCADE consortium partners in Uganda.
• Regular engagement with the SBN in Uganda, WFP, Government and Private Sector at National and local regional level.
Competencies
• Demonstrated excellence in writing and oral communication with analytic ability.

• Very good computer skills (setting online meetings, teams, outlooks)
• Must be a good listener, willing to take feedback positively and ready to learn.

• Clear and systematic thinking that demonstrates good judgment, expert problem solving, and creativity.
• Highly flexible, with the ability to work effectively in a consortium to deliver project outcomes.
• Ability to travel and work in different CASCADE regions (Karamoja, Lango, Acholi, Tooro and eastern).
Experience
• Demonstrated experience in private sector engagement both at national and regional level with good understanding of the private sector land scape in Uganda.
• Good understanding of government policy and regulations in the Uganda food systems.
• Experience in organizing high level meetings, events, and workshops both at national and regional level.
• Demonstrated experience and ability to organize and facilitate multi stakeholders’ dialogues and policy engagements.
• Knowledge of business models including experience of working with mechanisms that catalyze business partnerships and investments.
• Proven experience working with stakeholders from civil society, government, donors at national and international level.
• Experience in working in a consortium to deliver complex projects/programs.
• Ability to review literature and documentation to turn complex technical and project reports into clear stories/ coherent position papers.
• Knowledge of the food and nutrition sector in Uganda would be an added advantage.
• Knowledge of county and national-level governance systems and politics, including the devolved policy environment.
• Must have good understanding of highly digitalized finance, procurement, and human resource operation of an international NGO.
• Understanding of or ability to analyze food and nutrition security policy debates and contribute to drafting papers in line with GAIN’s strategic priorities.
• Knowledge of food and nutrition security, food systems, and wider development issues.
• Should have the ingredient skills of good problems solving, negotiation in a diplomatic and tactical manner which protects the integrity and the good image of GAIN
Education
• Bachelor’s or master’s degree level in public policy, international relations, law, business administration or
• other relevant qualification, with strong experience in private sector work especially within non-profit sector.
Other requirements
• Fluent written and verbal English.
