SCI is one of the consortium members on Together for Inclusion (TOFI) project in Uganda. Under TOFI, SCI contributes towards improving the participation of vulnerable children with specific needs, in particular children with disabilities, to formal education through tailored support to them and support to their teachers and all school stakeholders to enhance inclusive education. The Project Coordinator is SCI lead and manager for TOFI project. S/he will is accountable and responsible for effective and efficient project management. S/he manages all aspects of project planning and quality implementation, including providing project management and technical expertise, project finance and budget management, compliance with donor rules and regulations, line management of staff, coordinating with partners, monitoring and evaluation, and reporting, and building staff & partner capacity. S/he will represent the organization in projected related external meetings and workshops when required.

THE ROLE
KEY AREAS OF ACCOUNTABILITY:
Manage Inclusive Education project including coordination with partners at implementation level, quality assurance, project’s M&E, financial, logistic and material resources;
• Hold overall responsibility for high-quality design and implementation of all aspects of the program in close relation with the education technical specialist, finance department, project team and partners, analyze variations, anticipate evolution and propose budget adjustment.
• Manage logistics and material resources in compliance with internal regulations
• Lead the planning preparation and submission of the DIP, review Activity Rationale Templates, budgets and activity implementation reports for review and approval prior to activity
• Provide strategic guidance, strong leadership and ensure technically sound decision-making processes in coordination with the Education Technical Specialist.
• Lead, coach, support and mentor project staff in the areas of responsibility in the delivery of the program’s goals and objectives.
• Represent Save the Children in all relevant fora at all times.
• Ensure timely startup and implementation of the program in collaboration with program staff, stakeholders and relevant departments.
• Take full responsibility for the delegated budget holding function on the programmatic aspects of the program, participate actively in award review meetings and contribute to financial decision making, ensuring that value for money can be effectively demonstrated to the donor.
• Foster an integrated approach by coordinating and cooperating with all other thematic areas during program implementation and for future program design and development.
• Ensure that cross-cutting themes such as child participation and gender are effectively integrated throughout implementation.
• Ensure the Child Safeguarding Policy is understood by staff and relevant stakeholders within the program and that it is integrated into all aspects of the team’s work.

Technical Support in Inclusive Education
• Provide technical oversight in the development and implement of the inclusive education teacher training curriculum in collaboration with relevant government ministries, departments and consultants.
• Develop community-based awareness raising materials targeting out-of-school children with disabilities to promote access to education.
• Ensure that teaching materials and IEC materials are disability inclusive and met the minimum inclusive communication guidelines for children with disabilities and adults.
• Develop training materials and undertake training on basic disability inclusion, addressing barriers on access to services and collection of inclusive data using the Washington Group of Question for all programme staffs, local partners and schools being targeted by SCI.
• Undertake an accessibility audit for all the SCI funded infrastructure/schools and ensure that reasonably accommodation modifications are made to ensure physical accessible for all.
• Undertake a barrier analysis to establish; physical, attitudinal and institutional barriers that children with disabilities encounter to improve access to education, basic services and improve SCI programming for children with disabilities.
• Provide technical support, mentorship and coaching of Project Officers, DPOs and relevant stakeholders.
• Undertake advocacy and strengthen partnerships with Persons with Disability Organization (DPOs) and specialized disability organizations to strengthen referral of children with disabilities specialized services such as: assistive devices, rehabilitation services and other basic needs services.
• Promote the participation of SCI on the International Day of Persons with Disabilities and other forums that promote the inclusion of persons with disabilities.
• Technical contribution to the Inclusive Working Group Committee of the consortium.

Monitoring Evaluation, Accountability and Learning (MEAL):
• Support and oversee the development and implementation of MEAL Plans (including databases and data collection; outcome and impact evaluation; success stories), review and respond to project related issues in the MEAL issue tracker and advise the line managers on recommendations that cannot be implemented.
• Build capacity of MEAL staffs in the use and analysis of the Washington Group of Question to ensure that disability data is disaggregated by sex, age and disability category.
• Development training programme for the schools on collection of disability data and maintenance of school register for children with disabilities.
• Ensure that experiences of children with disabilities and their households are documented and captured while developing case studies, progress reports or any other report.
• Prepare and lead Project Launching Workshop and Project Quarterly Review and reporting.
• Ensure regular and on time monitoring and monthly reporting on all program management aspects including the Award Action Plan (phased budget and actual expenses analysis, work-plan progress and updating, procurement plan revision, IPTT data collection and analysis and monitoring of indicators, partner sub-awards and capacity building plans). Flag and troubleshoot when issues arise during implementation.
• Ensure that MEAL tools are systematically implemented and used by project staff and partner(s), in cooperation with the Program Development and Quality (PDQ) team.
• Support baseline surveys, regular monitoring, review and evaluation, in cooperation with the PDQ team.
• Support the development and roll out of needs assessments including tools, training and participating at the field level.
• Anticipate needs for project amendment and contribute to its development.

Reporting:
• Conduct regular project monitoring, evaluation, documenting and clear reporting on progress of project implementation against indicators and targets and determine corrective measures to improve project delivery.
• Ensure timely, consistent and accurate submission of monthly and quarterly Progress reports (progress against planned activities, expense against estimated budget) of project activities to the Area Manager as per agreed schedule.
• Lead the preparation of semi-annual, annual and other special project reports on project interventions.
• Document key success stories and areas of innovation for sharing on quarterly basis.

Performance management and capacity building:
• Ensure that necessary human resources are available and capable for results-driven project implementation.
• Programmatically manage staff in the areas of responsibility, ensuring they have clear objectives and receive meaningful feedback on their performance regularly, in collaboration with the human resources department.
• Identify capacity building requirements of staff and implementing partner(s), and lead on development of capacity building plans, ensuring resourcing and implementation.
• Provide technical support and supervision on efficient and effective implementation of project activities as per work plans, M&E plans, budgets, timeline and contractual obligations.
• Manage project teams to ensure delivery of agreed deliverables, plans and strategies as per Save the Children Uganda policies, procedures and standards.
• Ensure project activities are on track, including developing and implementing solutions as necessary.
• Lead, coach and supervise the project team and team building and cohesive working amongst team members.
• Provide feedback to project team to ensure optimal performance.
• Assess the team needs for training and identify adapted response in coordination with Human Resource department and coordination team.
• Measure the performance of the project team along the year and provide guidance as required.

Others:
• Contribute to advocacy, strategies and research initiatives.
• Lead district level coordination with partners and stakeholders involved in project implementation and ensure participation of key stakeholders in the local government and teacher training college.
• In collaboration with Education Technical specialist, ensure that good practices under the project are identified and shared; used for advocating towards vulnerable people inclusion especially children at district, national & international levels
• Comply with all relevant Save the Children policies and procedures with respect to child safeguarding policy, health and safety, equal opportunities and other relevant policies.
• Any other reasonable duty as may be assigned that is consistent with the nature of the job and level of responsibility.

To be a strong supporter and advocate for children in this role you will need to have:
• University degree relevant to the child focused programming e.g. Inclusive Education Management, Teacher Training, International Child studies.
• Minimum of 5 years of Project management experience managing large education programs for an international NGO including working in the disability and inclusion subsector
• Experience managing high-quality donor funded project(s) e.g. NORAD, ECHO etc.
• Experience in working in consortium and external representation including with donors and education coordination meetings.
• Demonstrable technical expertise in the assessment of, design and delivery of Teacher Professional Development programs in inclusive education, including monitoring and evaluation.
• Has a good understanding of education thematic subjects and demonstrated experience in working with the government and education authorities at all levels.
• Demonstrated skills in program planning, and all aspects of project management.
• Demonstrated skills in leadership and supervision of staff and in building and maintaining a high performing team.
• Experience in promoting children’s rights and gender, including participation in programming, design, implementation and evaluation.
• Ability to analyse information, evaluate options and to think and plan strategically.
• Inter-personal skills to influence and guide staff and partners in identifying programming opportunities and resolving program challenges.
• Commitment to the values and mission of Save the Children.
• Excellent oral and written communication skills. Fluency in English required.
• Experience working on disability/ inclusive education project.
• Fluent in written and spoken English.
• Demonstrated capacity and experience in capacity building approaches in their technical area (trainings, on the job support, mentoring) including the development of individual capacity building plans.
• Ability to work with minimal supervision in stressful environments.
