2. Project background
PALM Corps together with Danish Refugee Council (DRC), Dan Church Aid (DCA) are implementing the Uganda Refugee Resilience Initiative (URRI) project.
The objective of the URRI programme is to enhance climate resilience for women, men and youth in refugee and host communities and promote inclusive, cohesive and environmentally sustainable development in refugee affected areas. The programme has three outcome areas; 1) Enhanced climate adaptation and resilience for women, men and youth in refugee and host communities through inclusive climate-smart agriculture, 2) Sustainable management of the environment in refugee-affected areas through inclusive interventions leading to enhanced conservation of natural resources, biodiversity, ecosystem services, and productivity, and 3) Enhanced gender equality and women’s empowerment and rights among refugees and host communities in relation to agriculture, climate change adaptation and sustainable management of the environment. The project will be implemented by 18 agriculture extension staff, 3 subject matter specialists in the fields of Gender, Environment and Agribusiness Development. In addition, they will be supported by a 36 CBF- these team will be led by a Project Coordinator.
3. Functions of the Project Coordinator
The Project Coordinator will be responsible for overall planning, coordination, technical support, and quality assurance of the URRI project. He/she will supervise the rest of the staff under the project and reports to the Program Manager.
4. Duties and Responsibilities
4.1 Planning
• Lead in preparing the workplans, risk register, and procurement plans for the project.
• Coordinate development of training plans for project team.
• Lead the project team in planning/review workshop and surveys.
4.2 Coordination
• Coordinate all project training under the project.
• Coordinate with relevant DLG departments/authorities and partners to ensure follow-up/technical support to the project.
• Represent PALM Corps/consortium partners in the coordination meetings (sector, settlement and district level).
• Attend consortium coordination, M&E and budget working group meetings and present report/issues regarding project to the meeting.
• Maintain good working relationships with OPM, UNHCR, local government and other partners operating in the project area.
4.3 Technical support:
• Provide coaching and mentoring field teams in collaboration with the subject matter specialists to ensure quality service delivery.
• Support the MEAL team in designing surveys, monitoring, and reporting tools.
• Provide technical guidance to strategic plans that contribute to Enhancing food security and nutritional outcomes for vulnerable women and children in West Nile, Northern Uganda through project activities.
• Keep abreast with the current dynamics of resilient food system, value chain development and nutrition,
markets and livelihoods assets and capacities within West Nile and Uganda more broadly.
4.4 Monitoring and Quality Assurance:
• Monitor and support project officers in implementation of project activities
• Share progress reports (brief activity reports) from project officers to the program manager and executive director on a weekly basis.
• Lead in routine performance monitoring of the project activities.
• Coordinate actively with the project team to anticipate/de-risk any major interface and limit to the extent possible any potential impact (costs, schedule, HSE, etc.) on the project.
• Support and coordinate periodic assessments to determine the impact and effectiveness of project and
share feedback with relevant stakeholders for improvement.
4.5 Human Resources management
• Manage Project team, assign tasks, and ensure that team members are working collaboratively to achieve program goals according to PALM Corps expectations.
• Support HR ins ensuring that project staff are conversant with their job description, PALM Corps internal regulations, standards, policies, and donor regulations.
• Conduct appraisal of project staff in collaboration with HR focal officer, including appraisal of communitybased facilitators.
• Ensures effective leave management within the project team.
• Ensures teamwork among staff by among others organizing team building activities to ensure good vibe
among project staff
4.6 Financial management
• Support finance department to ensure compliance with financial guidelines especially regarding accountability of project activities.
• Attend BVA meetings to ensure satisfactory budget utilization rate and cash flow.
• Support in developing and updating procurement plans.
• Ensure appropriate and effective use of project inputs in project areas
4.7 Reporting
• Provide regular briefs to Program Manager about critical issues to ensure timely support.
• Consolidate monthly and quarterly project reports according to donor requirements and submit to M&E and Program Manager for review.
• Ensure all records of project activities, including progress reports necessary documentation and accountability are shared timely by project officers and well maintained.
• Write success stories and articles to be published on the organizational website (website & Facebook) after
approval from the Program Manager.
4.8 Communication
• Support communication officer in developing communication plan for project.
• Support communication offer with relevant project information for social media- updates on events.
• Review stories of change from the field teams to ensure quality.
