JOB DETAILS:
Role Purpose:
To manage the strategic development, implementation, and successful delivery of the projects or contracts supporting all other VSO’s work in- country in order to optimize the contribution towards alleviating poverty.
Safeguarding level 1:
VSO has zero tolerance of abuse and exploitation of vulnerable people. We expect all our employees/volunteers to ensure we are protecting children, young people and vulnerable adults from harm to abide by our safeguarding policy.
This post will have no direct contact/access to children and vulnerable adult. However, post holder will be expected to have a full commitment to uphold VSO safeguarding policy at all times. As part of our safer recruitment practice, a criminal background check (Basic DBS check for UK or equivalent Police check) will be obtained for post holder prior to start date.
Responsibilities
• Oversee the implementation of all VSO projects in country to meet deliverables, timeframe and budget as per donor agreements
• Organize and monitor quality assurance processes and systems to ensure the highest quality of project implementation, risk management and donor reporting
• Oversee start-up of all projects to ensure quality of risk assessments, employee and volunteer recruitment, induction of project teams and partners into People First practice and VSO and/or donor policies and requirements, partner due diligence and contracting.
• Ensure compliance with all security, fraud and code of conduct to, promote and uphold VSO performance standards
Capacity building
• Capacity building of staff, volunteers and partners in M&E, Reporting and communication.
• Provides technical advice and support to programme, office staff, volunteers and partners where necessary, in communications, monitoring and evaluation.
• Supports internal and external peer review processes to provide technical quality assurance of VSO M&E initiatives.
Knowledge management
• Promotes learning agendas, collaboration, adaptive programming, and knowledge management activities.
• Contributes to growing VSO’s body of evidence for quality programming and Communications channels.
Collaboration Responsibilities
• Collaborate with multi-disciplinary people resource within implementation team and global support teams.
• Finance, to ensure VSO systems and processes support effective budget and financial, grant management and donor reporting on all projects
• Duty of care, technical team for risk assessments, building of duty of care capability in project teams and when supporting incident management responses to medical, safety and security or safeguarding incidents
• People team on, resourcing to ensure competency based safer recruitment practice, talent management and performance management.
• Support organizational development to generate content to build the requisite capability for implementation of large and complex grants
• Legal to ensure compliance with relevant regulatory and due diligence requirements
• Internal audit and risk to ensure VSO systems and processes support identifying, mitigating and managing risks across the project portfolio.
Skills Required
Essential selection criteria
Have an understanding on Volunteering for Development.
Knowledge/qualifications:
• Project management and/or international development or equivalent experience
Experience:
• Substantial experience in managing large and complex grants and contracts within the international development sector
• Substantial experience of creating and maintaining a high performing, globally dispersed team, managed in line with organization’s values, policies, and procedures
• Experience of leading and managing change and employee engagement
• Experience in working in and leading partnerships and consortia
• Experience in security and risk management, and in managing duty of care to highest international standards
Skills/Abilities:
• Project donor management
• People management working in a multicultural context.
• Financial and budget management
• Evidence based decision making
• Data and system management; IT literacy (Microsoft, finance, project management software
Desired selection criteria
• Practical experience within a volunteering NGO context and managing a volunteer programme. Evidence of ability to provide effective support to international and national volunteers. Experience of working in a matrix organization with multiple reporting lines.
