USAID/Uganda is seeking for qualified individuals to fill the Project Management Specialist (Monitoring, Evaluation & Learning/Program & Budget Management) position.
The Project Management Specialist (Monitoring, Evaluation & Learning/Program & Budget Management) (PMS) position is located in USAID/Uganda’s Democracy, Human Rights, and Governance (DRG) office at USAID/Uganda. The primary purpose of this position is to provide guidance and direction to the entire DRG office on monitoring and evaluation of its activities as described above. The PMS assists the DRG team to ensure that the Agency performance management requirements on monitoring, reporting, evaluations, and assessments are being met for all DRG activities throughout the country and that information collected is documented and informing the DRG team on activity progress.
The PMS works closely with the Program Office and the mission-wide USAID/Uganda contractor working on monitoring and evaluation to track progress and impact as outlined in the Mission's Country Development Cooperation Strategy (CDCS), implement the DRG team’s M&E plan to ensure activities contribute to the CDCs goals, and respond to additional performance reporting information needs as requested.
The PMS is DRG’s primary liaison to the Program Office and is the principal coordinator of monitoring and evaluation for all DRG activities and working with the Economic Growth (EG), Office of Health & HIV/AIDS (OHH), and the Education, Youth and Child Development (EYCD) technical teams to ensure governance concepts are captured in their programs and strategies. With the emphasis placed on program performance indicators, the PMS is responsible for implementation, management, and tracking results of the overall DRG Team Performance Management Plan (PMP), which serves as the primary tool for planning and management of the collection of performance data and for compliance with mandated measurement criteria. The PMS captures lessons learned, success stories to provide qualitative analysis of DRG activities.
The PMS provides oversight of the DRG office budget, valued at $79M, including but not limited to fund-raising for the DRG activities and ensures funds are obligated on time in the DOAG and into implementing mechanisms. The PMS works closely with the Program Office and the Office of Financial Management (OFM) on DRG budget updates, and leads the DRG office budget quarterly financial reviews with the Program Office, OFM, and the Office of Acquisition and Assistance (OAA). The PMS guides the DRG team members on incremental funding, and guides staff on procurement planning.
The PMS manages DRG activities as the Agreement/Contracting Officer’s Representative A/COR and provides activity management to one or two DRG activities.
The position is nonsupervisory and reports to the Office Director, DRG or designee.
Education
• A Bachelor’s Degree relevant to development assistance, such as public or business administration, political science, sociology, economics, international development, or a closely related field is required.
Prior work experience
• Minimum five (5) years of experience is required with a minimum of three (3) years of this combined experience in planning processes, performance management, monitoring and evaluation, program management and budget planning is required.
• At least one year of experience managing development programs required.
• Understanding of budget planning for integrated awards is essential.
• Oversight, monitoring and evaluation of democracy and governance activities is required.
• Demonstrated record of preparing independent analytical work from either primary or secondary sources and some specialized training or experience in monitoring and evaluation is required.
