The regional programme “Employment and Skills for Development in Africa” (E4D) aims at improving employment opportunities in Africa in cooperation with the private sector. The programme is co-funded by the BMZ, Norad, the EU, and implemented by GIZ. The programme develops, negotiates, and implements partnerships with the private sector that promote more productive and decent employment in different partner countries across Africa. E4D uses the GIZ integrated approach to employment promotion:
Knowledge, Skills & Competences
• Knowledge of and/or experience in either or both of the following areas is highly desirable: green economy/women’s economic empowerment.
• Excellent conceptual, communication and negotiation skills, ability to express ideas clearly and persuasively both orally and in writing.
• Clear understanding of the different roles, contrasting demands and responsibilities of public and private sector players.
• Confident and eloquent in working in an international professional context.
• Good working knowledge of ICT technologies and related software and computer applications (e.g. MS Office, MS Teams, Project Planning and Monitoring Tools).
• Excellent knowledge of English in speaking and writing is a must with the ability to produce quality presentations.
• Ability to be pro-active and work independently
• Familiarity with GIZ processes and rules (procurement, contract management, etc.) is an asset, however comparable external agency experience shall be considered.
Responsibilities
Key Responsibilities
The Project Manager will be in charge of
• Coordinate with the skills development team in the implementation of employment-oriented skills development measures and capacity development of training providers
• Manage the financial steering and management of grants and contracts for implementation of skills development partnerships
• Collaborate with the skills development team in M&E, reporting and research
• Advise the Team Leader and whole team on the topic(s) of women’s economic empowerment and/or green jobs, depending on prior experience
The Project Manager performs the following tasks
Specific Tasks
• Coordinates the planning and implementation of employment-oriented skills development measures and capacity development.
• Facilitates and supports the dialogue and knowledge exchange between VET institutions, companies, national institutions, associations on employment-oriented VET.
• Manages the new project & concept development process (e.g. identification of new partnerships and innovative approaches, sector analysis, stakeholder mapping).
• Leads in the preparation and (financial) management of consultancy/short-term expert assignments, grants and contracts.
• Networking, regular contact and dialogue with public and private sector partners.
• Drives knowledge management processes (reporting), including document management, result-orientated monitoring and quality management.
• Facilitates the collaboration and exchange within the skills development team.
• Ensures exchange of knowledge and lessons learnt with the E4D team (in other E4D countries), as well as with the HQ on behalf of the skills development team.
Other Duties/Additional Tasks
• Performs other duties and tasks at the request of management.
Qualifications
• Bachelor’s degree in Business Economics, Development Studies with a focus on VET or Economic Development.
Details of experience
• A minimum of 3 years of professional experience in skills development
• A minimum of 3 years of project management experience, including planning, budgeting, stakeholder communication, internal and external reporting as well as monitoring.
• Experience in designing, implementing and monitoring skills development activities.
• Proven capacity to work reliably and efficiently even in times of high time pressure and/or thematic complexity.
• Experience in writing reports.
