Plan International Uganda (PIU) implements the Education Cannot Wait (ECW) project to improve learning outcomes in refugee and host communities in Yumbe, Adjumani, and Terego districts.
We are seeking a skilled Project Manager to lead the ECW project with technical expertise in project management, ensuring impactful and timely delivery.

Role Purpose
The Project Manager will oversee the ECW project, ensuring high-quality implementation within scope, budget, and time. The role focuses on improving educational outcomes for vulnerable children, especially girls, through effective design, implementation, monitoring, and partnership management.

Key Responsibilities
1. Project Planning & Initiation
• Develop detailed implementation schedules, Standard Operating Procedures, and Monitoring, Evaluation, and Learning (MEL) frameworks.
• Conduct situational analysis and baseline studies to ensure clarity of project scope, targets, and intended impacts.
• Collaborate with Programme Development & Quality (PD&Q) teams for quality assurance and knowledge management.
• Create effective governance structures and donor reporting frameworks.
2. Partnership Management
• Coordinate the partner onboarding process, including due diligence and capacity assessments.
• Develop and review partner Memorandums of Understanding (MOUs).
• Monitor partner performance to ensure timely and effective delivery of project activities.
• Facilitate training on safeguarding, gender equality, MEL frameworks, and risk management.
3. Communicating for Influence
• Build strategic partnerships and coalitions to enhance advocacy and lobbying initiatives.
• Spearhead community engagement strategies, ensuring clear communication of project benefits and expectations.
• Represent Plan International professionally, maintaining alignment with organizational values and the Code of Conduct.
4. Ensuring Impactful Implementation
• Ensure project activities are executed on time, within scope, and budget.
• Regularly review and adapt theories of change to maximize project impact.
• Mainstream gender considerations into project activities to achieve transformative outcomes.
• Conduct transition activities to ensure sustainable impact post-funding.
5. Risk, Compliance & Accountability
• Identify and manage project risks, particularly in procurement, finances, and safeguarding.
• Ensure compliance with global, national, and donor guidelines.
• Oversee budget management, ensuring strong accountability and value for money.
• Collaborate with Grants Accountants to address any budget extensions or modifications.
6. Leadership & Staff Management
• Recruit and manage a high-performing team.
• Provide ongoing staff development, coaching, and performance management.
• Foster an inclusive work environment promoting diversity and equal opportunities.
7. Safeguarding, Gender Equality & Inclusion
• Implement Plan International’s safeguarding and gender equality policies.
• Ensure all staff and associates understand their responsibilities under these policies.
• Manage any safeguarding or compliance concerns in alignment with organizational procedures.

Qualifications & Experience
Educational Background
• Bachelor’s degree in Education, Development Studies, Social Sciences, or related fields.
• Postgraduate diploma in Education, Project Planning, Management, or Monitoring & Evaluation is an added advantage.
Professional Experience
• Minimum 3 years of experience in project management, particularly education-related initiatives.
• Experience working with international NGOs or the private sector.
• Proven track record in managing partnerships and donor-funded projects.
Technical Competencies
• Expertise in project management, including MEL frameworks and budget management.
• Strong networking, coordination, and advocacy skills in humanitarian settings.
• Proficiency in project reporting and documentation.
• Knowledge of participatory approaches and gender-sensitive programming.
Leadership Skills
• Ability to lead and inspire diverse teams towards high performance.
• Strong decision-making, communication, and negotiation skills.
• Commitment to fostering an inclusive, collaborative, and engaging work environment.

Additional Information
• Budget Responsibility: Approx. USD 1M annually.
• Level of Contact with Children: High interaction with children; adherence to safeguarding policies is required.
