Project Manager for Youth Inclusive Diary Market System (YIDaMS) in Dairy Value Chain Development (Position 1). Ref: MCF 01
Duties and responsibilities.
In a collaborative partnership with project partners, and under supervision of Ibanda University (IU), the Project Manager is responsible for overall project management, including project administration, finance/ budget management, procurement, monitor project progress, identify project positive developments, potential risk and mitigate risk, staff management, advocacy, and reporting. Keeping up-date with new knowledge and developments in youth programming and skilling. This role will ensure the skilling component of the project is streamlined and delivered in a manner that positions youth for employment opportunities.
In particulars, the project manager shall work to:
Coordination:
• In cooperation with project partners oversee the youth skilling intervention, provide technical expertise and guidance to project participants and ensure youth engage in meaningful employment.
• Mentor and build the capacity of project team to integrate youth into dairy value chain development.
• Coordination of youth skilling component in the project operational areas.
• Together with the Project lead support the establishment of sustainable marketing system to motivate youth to identify opportunities and engage in the business opportunities along the dairy value chain.
• Ensure all project activities, procurement and spending are complying both Master Card Foundation (McF) and the partners procurement regulations.
• Coordinate preparation of quarterly and annual plans, budgets, and reports for the project.
• Identify and collaborate with other partners in order to get synergetic effects of the work.
• Support project team to facilitate and coordinate input and output market linkages.
• Technical assistance and manage the development, monitoring, analysis, and evaluation of the project.
• Provide input into orientation of staff as may be required.
• Develop project specific work plans, detailed implementation plans, and project schedules based on project agreements and contractual obligations.
• Manage the budget and assist in the development of cash flow projections and budget forecasting.
• Ensure timely submission of financial and narrative reports.
• Support the establishment of and functional center of excellence in pasture management at the university and community level hubs.
• Conduct regular field visits to monitor activities and provide advisory support to team members and beneficiaries.
• Ensure the project is based on round design principles and donor required M & E systems and design a realistic M & E plan for the project. Serve as a main contract person for the project partners, government authorities and media.
Training:
• In collaboration with other project staff and partners, work to identify capacity gaps with regards to project activities in the region.
• Design and support training for staff, project partners and project participants in workshops and group level.
• Build capacity of youth to take charge of business incubation hubs, input and output markets, livestock management practices in their communities.
• Knowledge / Experience, Qualification/skills, and Abilities Required.
Qualification
The successful candidate will be able to work without direct supervision, pay attention to details, represent the organisation, experience in successful delivery of the project, management of project staff, and management of the donor contract against the plan, budget, and log frame. S/he will exhibit personal commitment, drive for results, efficiency, flexibility, respect for diversity, creative thinking, and problem solving.
Knowledge and experience
• Minimum 5 years of progressive management experience in the NGO field with a focus on livelihood development programmes.
• Experience in youth skilling
• Understanding of and proficiency in the use of monitoring and evaluation tools.
• Vast experience in value chain development is essential and particularly experience in dairy value chain would be desired.
• Experience in business incubation, management, and acceleration
• Demonstrable strategic management and planning experience.
• Experience with budget management, financial forecasting, and donor compliance issues.
• Staff Management experience.
• Experience in research and development
• Knowledge of environmental good practice
Qualification and skills
Master’s degree in veterinary medicine or Animal production and management, Agriculture, Agribusiness and Business Administration. Bachelor’s degree in the above is essential. Other combinations of training and/or up to 8 years of experience which can be demonstrated to result in the possession of the knowledge, skills, and abilities necessary to perform the duties of this position may be considered.
