Job Purpose:
The position holder is responsible for coordinating and supporting the process of first-time GFGP certification for MRC/UVRI & LSHTM (MUL) Uganda Research Unit. The role holder will ensure and support activities for drafting and writing policies, procedures, and processes when needed or inadequate for the certification process; ensuring that deadlines are met, hold relevant senior staff to strict deadlines needed to give time to read and make decisions. A key part of the role will involve the provision of information relating to due diligence requests, managing several regular meetings, coordinating dates and attendees, taking minutes, and maintaining action logs.
The role involves working closely with colleagues and Heads of departments in Finance, Human Resources, Procurement, Research Support Office, and Quality departments to ensure continuous improvement compliance of data and documentation.
Roles & Responsibilities
1. Principal duties;
• To provide full, effective and proactive administrative support;
• To build and maintain relationships internally and externally and provide a focal point,including ensuring effective communication;
• Provide the first point of contact for correspondence, queries, and prioritization ofactivities in order to effectively manage both internal and external schedules, long termcommitments visits;
• Working with key senior colleagues to make sure that key deadlines are kept;• To assist in drafting policies, procedures, and process documents needed to attain thetarget certification;
• To contribute towards the work of the project by coordinating, managing meetingarrangements, taking meeting minutes, keeping an action log, and any other ad hocadministrative tasks;
• Ensure any relevant actions are followed up and feedback is provided to relevantcolleagues;
• Updating key project information, e.g. risk, issue, decision logs; adhering to MULstandard for records and documents;
• Support the due diligence process in collating information and uploading it to anelectronic data room, while maintaining an accurate index or register ofchanges/updates;
• Setting up the account for MUL in the certification portal, imputing the initial responses,and, uploading approved documentation;
• Working with selected auditors to complete and obtain the target certification for MUL;and,
• Maintain working relationships within the MUL team and with external contacts, e.g.University contacts, auditors, and other stakeholders.
2. LSHTM Integration
The Unit transferred to LSHTM in 2018. The post-holder is expected to support the furtherintegration of the Unit into the School by; -
• Engage constructively with departments across LSHTM, as needed;
• Harmonize Finance Policies and Procedures with a wider LSHTM policy framework;
• Capitalize on new opportunities that result from the transfer to improve staff training,quality of work, and operational efficiency;
• Develop proposals to harmonize workflow between London and the Unit; and,
• Undertake any other duties within the grade as required by the Unit.
• 3. Environment
• Participate Develop strategies to reduce adverse environmental impact of Financeoperations;
• Participate in carbon emission reduction activities across the Unit and wider LSHTM,coordinate the development of the Units Energy Carbon Management Plan; and,
• Act as an advocate for the responsible and efficient use of resources.
Person Specification
• A relevant first degree in Project Management, or a relevant course;
• Additional Project management and evaluation qualifications;
• Should possess experience in working in or running a Project management office;
• Experience in maintaining action logs, managing meetings, and minuting meetings;
• Demonstrated good document management skills;
• Proven Project management, and financial reporting experience;
• Demonstrated organizational and prioritization skills;
• Experience in representing the organization externally;
• Demonstrated experience of donor regulations for at least any two (02) of MRC-UKRI,Wellcome Trust, NIHR, USAID/NIH/US Federal, European Commission, EDCTP, BMFG,WHO, etc;
• Should possess excellent skills with Project & scheduling tools, including Microsoftproducts, to coordinate meetings and manage meetings;
• Ability to use IT software packages and templates to manage projects, maintaindocumentation libraries and keep accurate records;
• Good written and verbal communication abilities in the English language, includingability to provide information for briefing;
• Proven leadership and management skills at a similar level, especially in challengingsituations;
• Demonstrable experience of leading, planning and coordinating change andtransformation;
• Excellent inter-personnel and negotiating skills, with ability to nurture internal andexternal partnerships across programs and departments;
• Ability to present ideas and information in a clear and persuasive manner;
• Good interpersonal and team-working skills, able to engage staff at all levels;
• Able to work independently in a fast-paced and dynamic environment;
• Demonstrable problem-solving approach when required;
• Proactive and pays attention to detail;
• Can-do attitude, highly organized and strong team player; and,
• Ability to support staff through a period of change.
