JOB DETAILS:
Project Manager
Job Description

During this final year of implementation you will specifically:
• Support Project principal and Team Leader to agree project approach and take responsibility for documenting agreement (signed contract, variations etc.)
• Establish project budget, project plan of work and project control systems – signed off by Project Principal. Keep all Connect Business and PMD and control systems up to date monthly
• Identify and lead on managing project risks with Team Leader and Project Principal
• Manage costs and resources: staff, other divisions, Outside Services with input / direction from Team Leader and Project Principal
• Ensure all BMS requirements are met – especially relating to ethics and security
• Comply with STEP and ensure team members comply
• Maximise sustainable profit and minimise capital employed under direction of Project Principal
• Support Team Leader to assure technical/professional quality of work
• Encourage the use of Sharepoint practice sites by project team
• Responsible jointly with Team Leader for completion of deliverables, on time with Project Principal approval
• Maintain project records
• Lead on reviewing state of project with Project Principal and Team Leader at monthly project control meetings
• Monitor project progress against project management plans
• Responsible to manage identified change(s) to the project with direction of Team Leader and Project Principal
• Make updates to plans and systems as appropriate
• Support Team Leader and Project Principal to produce monthly reports to Client on progress
• Be a member of the programme Senior management team
• With Team Leader develop a strong relationship with Customer, focusing especially on finance / operations. Serve as first point of contact with FCDO contract officer
• Responsible with Team Leader to complete the project to time, to budget and to required quality
• Promote further work opportunities with Customer
• Close and file plans at the end of the project

Additionally, the Project Manager will be required to:
• Be engaged with the process of continuous improvement and seeking ways of increasing efficiency
• Demonstrate behaviours which emulate our PRIDE values
• Accept other tasks and responsibilities which may reasonably be requested
Candidate Specification
Skills
• Ability to manage and lead a large team of other support staff including an accountant or finance officer
• Resource management and task allocation
• Strong stakeholder relationship building
• Good written and verbal communication
• Proficient in using MS packages, particularly Word, Excel and PowerPoint (creating documents, formatting, manipulating data, creating graphs, etc.)
• Contract management and risk management
• Able to establish good working relationships with colleagues
• Ability to prioritise and work under pressure.
• Ability to work in a collaborative team setting.
• Understanding of and sensitivity to cultural differences in developing countries
Knowledge
• Working knowledge of Mott MacDonald STEP process and Connect Business, PMD and BMS.
• High degree of commercial acumen and knowledge of planning and project controls
• Good understanding of contractual issues and risks relating to delivery of projects
Qualifications:
• Mott MacDonald overall project manager competency level 3-4 or professional project management qualifications.
Desirable criteria
• Experience of working in overseas locations and supporting projects in development setting.
• Monitoring budgets and costs and take appropriate action.
• Working towards professional project management qualification.

SESIL (Strengthening Education Systems for Improved Learning), is a six -year education programme designed to improve the quality and equity of measurable learning outcomes at lower primary level in Uganda.
SESIL will do this by strengthening the systems needed to manage and raise the performance of five key drivers of learning outcomes: pupil attendance, teacher attendance, absence of violence against children, teacher time on task and head teacher learning leadership. After the school closure as a result of the pandemic the scoop of SESIL has changed to providing support for children through Community Led Learning (CLL). The CLL initiative presents an opportunity to recover lost ground in learning for children, not just during remaining closure and the immediate re-opening period, but also in the longer term to address the problem that existed before Covid struck.
SESIL is implemented with funding provided by the UK’s Foreign, Commonwealth and Development Office and manged by Mott MacDonald/Cambridge Education.
The programme is working with and through the Ministry of Education and Sports, other central agencies, and with local governments in 15 local governments in West Nile and in the Eastern Region of Uganda
