Biogas Solutions Uganda Limited (BSUL) and HS Green Energy together with our international partners, Semilla Sanitation and SkillEd, are implementing the multi-year Waste to Clean Air project and are looking for a suitable candidate to fill the position of Project Manager/Grants Officer.
Job Title: Project Manager/Grants and Resource Mobilization Officer, Waste to Clean Air Project

Job Summary
The Project Manager will work closely with, and under the guidance and supervision of, the Waste to Clean Air consortium to manage day to day activities of the Waste to Clean Air project and to develop winning grants, proposals, concept notes, letters of interest and effective, professional business plans.

Contract Duration
Initial contract duration of 6 (six) months and extended based on performance.

Job Description
The Project Manager/Grants and Resource Mobilization Officer is responsible for the daily management of the project, coordination of all the partners in the consortium and all project stakeholders, executes strategies for sustainable business development, grant writing, resource mobilization, and leads the expansion and diversification of revenue generation for the project’s programs and operations.

Job Responsibilities:
• Spearhead the acquisition process: writing of winning proposals to secure grants
• Collaborate effectively with other team members to gain input and insights for effective proposal development (Programs and field teams, M&E, finance, communications & media, research, and laboratory, amongst others).
• General (project) management; supervision, planning and effective project implementation in terms of administrative, technical, financial and social aspects of the Waste to Clean Air project, prepare and manage action lists and minutes of meetings.
• Coordinate with all project partners and consortium members to ensure that there is timely delivery of assigned tasks.
• Work closely with, and under the guidance and supervision of, the consortium management to develop winning grants, proposals, concept notes, letters of interest, and business plans.
• Prepare for, attend and make presentations of the progress and status of project works during progress review meetings. Organize, manage and give instructions to hold meetings with project partners.
• Prepare and submit to the consortium management the project monthly progress reports and the status of work developments and re-work proposals in line with team member feedback.
• Research prospective donors and search for funding opportunities proactively, providing feedback to team members for input into available funding opportunities.
• Identify appropriate donors and funders that align with the project values and strategy.
• Coordinate all proposal application requirements including compiling relevant supporting documents and updating online databases, as needed.
• Draft cover emails, support letters, and other communication as needed.
• Manage, collaboratively, a database of grant proposals and manage systems and software to identify prospective donors and funders.
• Support translation of grants into implementation documents and plans, including communicating key donor information and requirements and lead individual donor stewardship, as needed.
• Support in budget monitoring for all grants and ensuring compliance with donor rules and regulations.
• Provide guidance, support and instruction for trainee/junior members who may work within the project team when required.
• Lead the expansion and diversification of revenue generation for the project’s programs and operations with an entrepreneurial based approach.
• Any other tasks that might be assigned to you.

Professional Qualifications, Experience, and Characteristics
• A bachelor’s degree or equivalent
• A master’s degree is an advantage
• Resource mobilization/grants writing experience (5+ years)
• Excellent English writing and communication skills
• Ideally, experience in project management.
• Self-motivated, pro-active/self-starter
• Business development/Acquisition skills and an entrepreneurial mindset
• Understanding of NGO, government, private sector and other stakeholder landscapes in Uganda and Africa preferred
• Ability and willingness to learn
• Commitment to transparency and integrity
• Proficiency in mainstream computer programs (word, excel, presentation software).
• Proficiency in Project Design skills a bonus
• Excellent organizational skills and time management
• Creativity and ability to ‘think outside the box’
• Capacity and willingness to work as part of a team as well as independently
• Ability to take feedback constructively
• Willingness to travel, as needed
• Flexibility and adaptability to manage multiple, different and competing deadlines M&E and budgetary experience preferred

Key deliverables
• Spearhead acquisition process: writing proposals to win grants and project funding
• Strategic and annual action plan to implement the Waste to Clean Air project from pilot phase to roll out stage
• Monthly project progress reports including financial reports: reporting on number of leads co-developed, proposals co-developed (in process) and proposals submitted (acquisition overview)
• At least one successful proposal within the initial six months
