Responsibilities
District level engagement
• Take lead in the in the implementation, monitoring, and evaluation of the project.
• Document quarterly progress and/or challenges about the project as per the donor template including quarterly, success stories, case studies and annual report)
• Work with the project team in preparing required monthly, quarterly reports and semi-annual project reports.
• Establish partnerships with others Non-Governmental Organizations (NGOs), government bodies and families and settlement and host community leader to increase their participation in the project
• Build the capacity of primary actors and other stakeholders involved in the project in ECCE/early grade and safe-guarding.
• Facilitate participatory project planning, implementation, monitoring and evaluation of ECCE with both refugees and host community members to facilitate the effective participation of primary actors including children, families, communities, and stakeholders in project activities
• Facilitate and ensure the integration of VSO’s core approaches including gender and social inclusion, resilience and social accountability in project activities in the field.
Levels of engagement
• This role involves external/internal relationships, collaborating and partnerships. Working contacts inside and outside the organization will therefore include:
• Internally, the Project Officer will be required to extend regular contacts/relations with the project volunteers, Programme Coordinator, Programme Manager, Head of Programmes, Grants Manager, MEL Manager and the Operations Coordinator.
• He/she will provide appropriate technical support to the volunteers in the implementation of the project agreed objectives.
• Externally, he/she will as well have contacts with primary actors such as Children, Families, community volunteers, camp leaders, centre management committees, refugee and host community members.
• Engagements will also be with stakeholders including the district level officials and OPM and partners.
Collaboration Responsibilities
• Established and maintained appropriate working relationships with local government, refugee and host communities, primary schools and ECD centres.
• Improved knowledge, attitudes and practices of refuge and host communities toward ECCE.
Qualifications:
• Bachelor’s degree in education or social work or related field.
• Minimum of 5 years’ experience in implementing education projects in emergency setting with emphasis to Elementary grade and early childhood development.
• Knowledge of the national education policy context including the refugee education response plan is a must.
• The project officer must have a thorough knowledge of project cycle and job roles amongst others build relationship communication activities and Community mobilization and facilitation in program activities.
• A post graduate training in project planning and management will be an added advantage.
• Skilled in designing, facilitating and evaluating training in different cultural and organisational contexts.
• Strong co-ordination and proactive leadership skills, and the ability to mentor and support staff and volunteers
• Substantial knowledge, experience and skills of working in primary schools/ECCE centres, education in emergency and application in humanitarian settings
• Demonstrable experience in social inclusion and gender, resilience, social accountability and conflict-sensitive programming
• Experience in developing and implementing strategy and processes for the delivery of high quality standards
• Ability to manage conflict and handle sensitive issues with a resultsdriven approach to work suitable at all levels
