Pulse Lab Kampala ( https://www.unglobalpulse.org/lab/kampala/ ) is part of a network called UN Global Pulse ( https://www.unglobalpulse.org  ) with other Labs in New York, Jakart in Indonesia, and Helsinki in Finland. In Uganda Pulse Lab Kampala operates under the leadership of the UN Resident Coordinator.
Established in 2009, UN Global Pulse (UNGP) is an initiative of the Executive Office of Secretary[1]General (EOSG) with a globally distributed team in the Americas, Europe, Africa and Asia. In support of the Secretary-General’s priorities, and in advancement of the UN Charter, Global Pulse serves as a cross-pillar lead and hub for experimentation and digital innovation. UN Global Pulse works with digital innovation, real-time data and artificial intelligence to further sustainable development, humanitarian and peace outcomes. UNP’s vision is ‘A world in which responsible and inclusive digital innovation serves to empower people and protect the planet’. Our mission is to work at the intersection of digital innovation and science to inform, inspire and support the entire UN and those it serves, to anticipate and respond to the challenges of today and tomorrow.
The goals of UNGP are: i) to generate knowledge, capabilities and approaches that support the transformation of the United Nations into a more agile and resilient ‘next-generation’ institution; ii) to create and accelerate the development of globally accessible approaches that help communities and partners anticipate and address emerging global challenges; and iii) to advocate for the global transformation of policies, practices and culture required to maximize the impact of digital innovation, minimize its risk of harm, and ensure pathways to scale and sustainability.

Duties and Responsibilities
Oversee and guide project management:
• Conducts programming processes for project implementation in conformity with UNDP standards and policies;
• Conduct support activities for smooth project implementation and alignment with budgets;
• Prepare work plan for initiatives under data, innovation, digital transformation, behavior sciences, futures and foresight initiatives;
• Develop, modify, and adapt appropriate implementations strategies for project activities.
• Produce concise regular updates and write report briefs for the project (implementation progress, situational updates, operational requirements) in close consultation with the team.

Provide technical support and capacity development to project partners:
• Facilitate and maintain relationships with national partners to support implementation and expansion of the project;
• Coordinate capacity building opportunities and initiatives of Pulse Lab Kampala;
• Provide partners and the local government with assistance, training, and capacity development initiatives as needed.

Provide technical inputs to monitoring and reporting of project activities:
• Provide technical inputs to the establishment of an effective monitoring system for the delivery of project results;
• Draft quarterly and annual progress reports and donor reports and organize progress reviews, as necessary.

Provide substantive technical inputs to people and financial management of the project:
• Provide inputs for research work at the Lab with monitoring of evolving contexts and supports knowledge building and sharing with partners and stakeholders;
• Conduct tasks for the smooth operations of the Lab including financial, HR, and corporate reporting;
• Prepare, monitor, and maintain project agreements, budgets, and cash flow to ensure those project deliverables are achieved.

Provide substantive inputs to knowledge building and sharing and communications and advocacy:
• Conduct consultations with government representatives, development partners, donors, and any other relevant stakeholders to implement and expand data, innovation, digital transformation, behavior sciences, futures and foresight initiatives;
• Coordinate event organization, capacity-building activities with partners and the team, and contributions to summits and conferences when necessary.

Other Duties:
Conduct other activities in support of data, innovation, digital transformation, behavior sciences, futures and foresight implementation;
Any other task assigned by the Lab Manager/Head of Office.

Institutional Arrangement
The Project Officer (Analyst) reports directly to the Head of Office – Pulse Lab Kampala.

Education
BA degree or Master’s degree in Computer Science, Electrical engineering, Mathematics, Statistics, Project Management, or related field.

Experience
• Minimum 2 years of professional work experience in managing information technology-driven projects;
• Proven ability to develop plans, coordinate and implement complex activities with a diverse range of partners in a multi-cultural context;
• Proven experience in monitoring of work plans and project implementation;
• Experience in the use of computers and office software packages (MS Word, Excel etc.) and advanced knowledge of spreadsheet and database packages. Experience in handling web-based management systems such as Trello;
• Experience in Project management software such as MS Project, Trello, etc;
• Past UN experience is desirable.
