CRS has worked in Uganda since 1965, initially providing emergency assistance to Sudanese refugees living in the north. Over the years, CRS has expanded its programming to address needs across the country. CRS’ projects in Uganda currently include agriculture and value chain, landscape restoration and climate change adaption, health and health systems strengthening, microfinance, and DRR, humanitarian response and recovery. CRS Uganda implements its programs through partnerships with other organizations, including the Catholic Church, faith-based organizations, international and Ugandan NGOs, government ministries, private sector companies and academia, for maximum impact and sustainability. CRS Uganda employs around 180 staff and has its main office in Kampala, with sub-offices in Moroto, Yumbe, and Kikuube districts. With our more than 30 partners, we served over 1m Ugandans in 2021.
Job Summary:
You will provide technical support to CRS’s partners for capacity strengthening in line with Catholic Relief Services CRS’ program quality principles and standards, donor guidelines, and industry best practice to technical staff, and Country Program (CP) staff to advance the delivery of high-quality programming to the poor and vulnerable
Key to this will be support in a robust grants management solution that integrates sub-grants management, monitoring of program delivery, data systems management and timely reporting to improve the efficiency and effectiveness of compliant program delivery. Your knowledge and skills will ensure that the CP delivers high-quality local partner capacity strengthening technical support and continuously works towards improving impact
Job Roles and Responsibilities:
• Work closely with relevant CRS and partner staff to ensure that partnership and capacity strengthening activities are adequately planned and managed.
• Provide technical support to partner organizations to conduct/review capacity assessments, develop capacity strengthening plans
• Organize and conduct training of partner staff to close identified capacity gaps in sub-grant, data and program management processes.
• Ensure to have a follow up mechanism in place to monitor and measure the progress of capacity strengthening plans and achievements.
• Proactively seek out advice, support and any other technical assistance required by partners to ensure timely compliance and effective implementation of capacity strengthening plans.
• Provide continuous accompaniment to partners to support internal adoption and application of strengthened systems and structures
• Contribute to learning with CRS staff and partner teams.
• Help identify, assess and strengthen other partnerships relevant to applying appropriate application of
partnership concepts, tools and approaches.
• Utilize and monitor financial and material resources relevant to project needs. Through planning and oversight ensure efficient use of project resources
• Ensure effective and appropriate communication with partners in relation to partnership and capacity strengthening.
• Provide periodic updates to CRS and the partner at all levels on assessments, action plans, and achievements, as well training and technical support provided.
• Ensure CRS and partners maintain strong and healthy relationship.
• Identify any gaps in communication and partner relationships and share with relevant staff and ensure corrective measures are taken in a timely manner
Typical Background, Experience & Requirements:
Education and Experience:
• Bachelor’s Degree in Development Studies, International Relations or in the field of Institutional/Organizational Capacity Strengthening required. Additional experience may substitute for some education
• Minimum of 2 to 3 years of relevant field-based implementing projects with organizational capacity
strengthening component, preferably with an international NGO.
• Experience engaging with partner organizations.
• Experience contributing to the development of technical learning briefs
• MEAL skills and experience preferred.
• Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
Preferred Qualifications:
• Conversant in Global Fund approaches, rules and regulations
• Good experience in project grants management, including project design, preferably for grants from multiple public donors
• Experience engaging with partner organizations
• MEAL skills and experience required.
• Staff management experience and abilities that are conducive to a learning environment.
• Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
• Good knowledge and experience in budget management; excellent report writing skills.

Required Languages – English and any of the major local languages spoken in Uganda
Travel Required: Must be willing and able to travel up to 20 %.
