JOB DETAILS:
JOB PURPOSE SUMMARY
The role involves building on the existing relationships nurtured with local authorities in the Greater Kampala Metropolitan Area (GKMA) to deliver the project. This will involve working with established governance systems and service delivery structures at different levels within the municipality and across the GKMA including among others; the WASH Mayors Forum, Community Activation Teams, Village Health Teams for community WASH systems strengthening as well as School management committees and Health Unit Management Committees for institutional WASH systems strengthening. At the municipal level, the role will be charged with convening and coordinating private sector-led financing of WASH service level improvement through mobilisation of alternative financing sources with structured Public Private Partnership (PPPs) arrangement. At National level, the role involves strengthening collaboration with A4C members, sharing lessons through the Water Resources Institute of the Ministry of Water and Environment to spearhead dissemination and outreach of project lessons during national events such as the Water and Environment Week to foster learning and cross-sectoral integration.

KEY RESPONSIBILITIES:
Provide Technical Assistance to the beneficiary local authority to plan and foster cross-sectoral integration of WASH
• Review and update the Municipal WASH Investment plan to prioritise key investment needs
• Work with the municipal authority to ensure that the Municipal WASH master plan integrated in the Physical Development Plan
• Coordinate the creation of a municipal WASH committee to increase WASH prioritisation and investment by the municipal council
• Work with the municipal authority to convene quarterly meetings of the WASH committee to engage Council on prioritising WASH in the Parish Development Model (PDM) programme

Support the beneficiary local authority to increase access to inclusive and sustainable WASH services and behaviours in public institutions

• Undertake a survey of WASH service levels in the beneficiary local authority for schools, HCFs and public spaces (markets) to identify financing gaps for Public-Private Partnerships (PPP) intervention
• Convene routine WASH financing multistakeholder forums to disseminate the WASH service level data and share policy recommendations with key private sector players in the beneficiary local authority
• Work with the beneficiary local authority to conduct quarterly one-on-one engagements with the private sector on Investment in WASH infrastructure

Build capacity of the beneficiary local authority in enhancing the effectiveness of municipal data collection structures and reporting of reliable and quality WASH data to guide decision making
• Train VHTs on collecting WASH service level data using electronic data capture systems
• Train Health Inspectors on WASH data analysis, reporting and documentation
• Compile the Annual state of WASH report for the municipality coordinated by Health inspectors
• Work with the beneficiary local authority to ensure sustainable use of WASH infrastructure and services in using sustainability services tools

Work with the beneficiary local authority to strengthen government leadership and accountability towards functional regulatory mechanisms and improved governance for WASH services sustainability

• Develop a WASH leadership training manual and use it to train political leaders on WASH governance and leadership
• Work with the beneficiary local authority to facilitate quarterly monitoring by the social services committee to identify WASH service, quality assurance and responsive action planning
• Facilitate the development of WASH by-laws/ordinances focusing on faecal sludge management and solid waste management
• Organise community-level WASH budget barazas
• Work with the beneficiary local authority to organise annual WASH Stakeholders budget review dialogues

Grant Management and Oversight

• Prepare donor reports
• Facilitate review and monitoring by different levels of government
• Respond to donor/UK/SMT inquiries
• Supervise consultants

PERSONAL SPECIFICATIONS
Education and Aptitude

• Master’s Degree in Development studies, Public Health, Public administration or any other relevant or applicable studies.
• Marketing and private sector engagement skills
• Excellent communication, facilitation, presentation, influencing and interpersonal skills.
• Ability to build and maintain effective partnerships with WaterAid partners, government, donors, CSOs and with a wide range of other stakeholders
• Strong organizational and interpersonal skills.
• Commitment to WaterAid’s values and working style

Job related experience and knowledge:
• Experience and knowledge on WASH sector/ issues is desirable with proven ability in effective grant management
• A good understanding of how local governments operate and policies related to public administration in urban settings
• Experience in conducting applied research is an added advantage
• At least 5 - 8 years of demonstrated work experience in project planning and management with an NGO or government
• Use a high level of communication skills to communicate project implementation issues effectively with the ability to adapt styles to the needs of different audiences both tactfully and diplomatically.
• Produce clear and concise reports, drawing out and communicating key findings from complex data
• Work accurately and efficiently to deadlines and targets managing a wide and varied workload
• Good public relations especially when dealing with external partners
