JOB DETAILS:
DRC Uganda is looking for a highly qualified Protection Coordinator to lead the strategic development of the country program’s protection portfolio and to support implementing teams in enhancing the quality and technical rigor of protection services provided by the organization. This entails ensuring implementing teams have the knowledge and tools to meet or exceed organizational minimum standards. The position will also act as the primary point of representation with external stakeholders, including protection working groups and other protection-related coordination fora. The Protection Coordinator will collaborate closely with the Head of Program in designing and writing protection-related concept notes and project proposals.
Key Duties and Responsibilities
• Strategy and Technical Support
• Closely follow developments pertaining to protection issues within the refugee settlements in Uganda as well as key displacement and protection trends in South Sudan and the Democratic Republic of Congo. Furthermore, the Protection Coordinator will provide updates and analysis of protection issues and trends for the senior management team on a regular basis.
• Support implementing teams to design and conduct needs assessments to inform program design, strategy and advocacy as well as identify specific risks and vulnerabilities, including those related to gender, age and disability.
• Lead the strategy and design of DRC Uganda’s community-based protection, child protection, gender-based violence prevention and response and legal protection programming as per organizational, international and national best practice standards.
• Provide technical supervision to protection staff across DRC’s field sites.
• Design and facilitate internal and external trainings on protection-related issues, including protection mainstreaming for DRC staff, partners, and project beneficiaries.
• Ensure data protection standards are upheld for all protection data and information gathered and processed by DRC protection teams.
• Act as the primary PSEA focal point for the country program, and attend relevant meetings on PSEA issues.
• Ensure all staff are familiar with Protection Information Management (PIM) principles and processes.
• Contribute to the recruitment and performance management of protection staff.
• Coordination and Representation
• Represent DRC in protection coordination meetings, such as the protection working group and child protection and gender-based violence sub-working groups.
• Coordinate with technical focal points from the Office of the Prime Minister (OPM), UNHCR, UNICEF, other protection-mandated NGOs, and other key stakeholders on the provision of protection services as well as contingency planning.
• Ensure internal coordination and harmonization of DRC protection-related activities and protection mainstreaming within DRC Uganda’s portfolio.
• Promote understanding of protection issues among all relevant stakeholders, namely district local governments to ensure the observance of international protection and humanitarian legal standards.
• Technical Monitoring and Reporting
• Collaborate with DRC Uganda’s MEAL teams to develop protection-focused monitoring tools and analysis.
• Undertake regular quality review and site monitoring to ensure that protection services provided are according to best practice standards. This entails ensuring that quality assurance systems are developed and applied, with particular reference to the Core Humanitarian Standard and age, gender and disability throughout the program.
• Provide technical inputs and quality review for protection related donor and other DRC reports.
• Contribute to monthly and quarterly reviews of all protection-related programming.
Experience and technical competencies:
• Minimum, bachelor’s degree in social sciences, law, social work, international development, or other relevant field from a recognized institution.
• At least 5 years of experience leading the implementation of protection activities, including support to community-based protection structures, protection monitoring and analysis, child protection and gender-based violence prevention and response.
• Minimum 3 years of experience in a mid-level position, with experience in the field of humanitarian response working for an international NGO, UN agency or relevant ministry or local authority.
• Experience with design and implementation of protection interventions targeting refugees.
• Proven commitment to accountability and quality assurance.
• Excellent analytical and writing skills.
• Experience with capacity building, and organizing and facilitating trainings and workshops.
• Excellent interpersonal skills and demonstrated ability to establish effective working relations with staff members and other stakeholders.
• Substantial project management skills and experience.
• Commitment to learning and implementing organizational policies and procedures.
• Full proficiency in Microsoft Office.
• Education:
• Minimum bachelor’s degree in social sciences, law, social work, international development, or other relevant field from a recognized institution.
• Languages
• Excellent Communication skills in English required.
