JOB DETAILS:
The purpose of the Protection Coordinator position is to implement delegated protection program portfolio and plan, manage, oversee, and monitor the protection activities. She/he will be responsible for the formulation, design, planning, implementing, and ensuring quality implementation of all protection activities. The following is a brief description of the role.

Generic responsibilities
• Line management of protection project field staff
• Adherence to NRC policies, guidance and procedures and awareness of NRC global and regional strategies
• Contribute to protection strategy development, project proposals, and provide input on needs and gaps, considering where appropriate the role of cash-based interventions and market-based programmes
• Manage and implement delegated portfolio of protection projects (activities, budget, and project documentation) as delegated from the Multi CC PM in line with proposals, strategies, and donor requirements, and ensure high technical quality
• Provide regular progress reports to the Multi CC PM
• Promote and share ideas for improvement and necessary changes in the activities
• Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
• Ensure capacity building of project staff and transfer key skills
• Liaise and collaborate with relevant local authorities and other key stakeholders
• Promote the rights of refugees, IDPs, host communities in line with the advocacy strategy

Specific responsibilities
• Follow up day-to-day progress for implementation of protection activities
• Support the protection team in implementing community-based programs in Kampala
• Undertake field visits in the refugee hosting settlements, to assess and monitor progress, and establish contact with community groups and partners to keep abreast of protection updates and emergencies paying particular attention to risks and vulnerabilities
• Develop and deliver a deeper capacity building relationship with partners to improve protection-related service delivery to all groups of people, and towards strengthening capacities of local NGOs for increased sustainability
• Contribute to capacity building of partner field teams on Child Protection (CP) and Gender Based Violence (GBV) topics identified during capacity assessments and in line with program design
• Prepare periodic progress reports and other documents related with CP and SGBV activities
• Work with the Monitoring and Evaluation team to monitor, analyze and evaluate protection project results to ensure achievement of objectives and take corrective action when necessary
• Promote knowledge management including through drafting/finalizing inputs into NRC sectoral program documents and reports, including donor reports, sharing good practices, lessons learned, and knowledge/information exchange with all partners on NRCs work and response, and harnessing knowledge institutions resources and partnerships as appropriate
• Lead the preparation of ongoing situation reports, periodic updates, and analyses by compiling and analyzing data and related information on overall displacement crisis in Uganda, with a specific focus on Protection interventions such as community-based protection approaches including community safety and violence prevention, specialized protection services such as IPA, case management and prepare written inputs accordingly to inform effective program planning, development, and management
• Overall supervision of partner in implementation of Child protection and GBV programming, including timely reporting.
• Ensure age, gender, and diversity (AGD) disaggregated data and inputs relevant to NRCs protection programmes are collected, analyzed, and reported in a regular manner.
• Establish effective leadership under the protection sub-working group/s, map existing activities and undertake protection gap analysis whenever required.
• Design and prepare project activities in the protection sector in partnership with other stakeholders and government actors
• Work to facilitate the understanding and importance of addressing protection risks by all stakeholders, including through national level planning and investment frameworks
• Support the elaboration of Standard Operation Procedures (SOP) and standardized tools in collaboration with the Protection Specialist.
• Ensure application of standards, guidelines, and good practices for protection activities.
• Contribute to creating an enabling environment for the implementation of cash for protection interventions, working with support teams in the implementation of the same, develop of cash (capacity building, guidance and SOP development required in regard.
• Ensure all activities are implemented in accordance with NRC Safe and Inclusive Programming (SIP) guidelines, policies, and report any breaches/concerns in a confidential manner, through NRC reporting channels
• Promote and secure a safe working environment for reporting concerns/breaches and ensure that all cases reported are processed in a confidential and sensitive manner

Competencies
1. Professional competencies

These are skills, knowledge and experience that are important for effective performance.
Generic professional competencies for this position:
• Experience from working with protection programming in a humanitarian/recovery context
• Minimum three years’ experience in protection implementation and management of protection programs in an international, national, humanitarian/human rights organization
• Previous experience from working in complex and volatile contexts
• Documented results related to the position’s responsibilities
• Knowledge about own leadership skills/profile
• Fluency in English, both written and verbal.

Context related skills, knowledge and experience:

• Strong knowledge of the humanitarian context in Uganda in general, and the refugee response in Kampala and Southwest Uganda
• Knowledge of local languages desirable
• A university degree in Law, Social sciences, Psychology, International Relations, Development Economics; Peace and Conflict Studies; or another relevant field
• Documented skills in Programme/Project Management (formulation, implementation, programme cycles and reporting) and resource planning
• Experience from community-based approaches, cash-based interventions, community mobilization and engagement
• Experience in establishing relationships and coordinating with government and traditional leaders
• Proven skills and experience in successfully managing field teams, and able to train and manage teams for effective quality implementation (to listen, advise, support, solve conflicts, motivate, etc.)
• Experience from working with partnerships
• Solid computer skills, including MS Word, Outlook and Excel required
