PROVISION OF CONSULTANCY SERVICES TO CONDUCT END OF PROJECT EVALUATION FOR ACCESS PROTECTION EMPOWERMENT ACCOUNTABILITY AND LEADERSHIP (APEAL) PROJECT IN KYANGWALI, KYAKA II, IMVEPI, NAKIVALE REFUGEE SETTLEMENTS AND NYAKABANDE TRANSIT CENTER IN UGANDA
CARE International is a humanitarian non-governmental organization committed to working with women, men, boys, girls, communities, and institutions to have a significant impact on the underlying causes of poverty. CARE seeks to contribute to economic and social transformation, unleashing the power of the most vulnerable women and girls. APEAL IV Project funded by ECHO is a 22-month protection focused project implemented in West Nile and Southwestern Uganda within a refugee context. The project implementation period spans from 1st May 2022 through 28th Feb 2024. The project implementation period spans from 1st May 2022 through 28th Feb 2024. The project is implemented in a Consortium approach with CARE International as the lead. The other members of the Consortium include International Rescue Committee (IRC), Save the Children International (SCI), Humanity and Inclusion (HI), War Child Holland (WCH), Transcultural Psychosocial Support Organization (TPO), Days for Girls (DFG), Uganda Law Society (ULS) Community Empowerment for Peace and Development West Nile (CEPADWN) and Tumaini for Refugee Women (TRW).

APEAL IV Project has delivered a comprehensive, integrated, evidence-based protection, GBV, child protection, disability and inclusion, mental health, and psychosocial support response for refugees from DRC and South Sudan as well as host communities in Uganda settled in Kyangwali, Kyaka II, Nakivale and Imvepi settlements. The settlements are in Kikuube, Kyegegwa, Isingiro and Terego districts respectively as well as in border points and transit centres, with focus on high influx emergencies. The project targets 218,233 beneficiaries consisting of refugees and surrounding host communities.

Consultancy to conduct end of project evaluation for APEAL IV Interested individuals/firms should provide information demonstrating that they are eligible and possess the required qualifications to perform the services, supported with relevant documentation. The shortlisting criteria will include:
Copy of Certificate of Incorporation (for only firms), Copy of Trading license (for only firms), Evidence of registration (for firms), Consultant competencies, qualification, and experience of key personnel, Evidence of availability of appropriate qualifications, personnel and key staff that will constitute the team, One certificate of completion of similar assignments in the past 12 months, Audited accounts for the last completed year (for only firms), Tax certificate for the last completed year (for only firms).

The Consultant/firm is expected to have:
• Minimum of a master's degree in a social science such as Humanitarian Studies, Psychology, Counselling, Project Planning and Management etc. A PhD is an added advantage.
• At least 5 years' experience in conducting baselines or end line for complex humanitarian interventions.
• Proven history of delivering quality products on time • Excellent analytic and evaluative thinking skills

• Detailed budget with justification.
• Technical proposal (not more than 15 pages)
