JOB DETAILS:
Job summary & purpose
We are looking for a highly motivated Public Health Expert for a 2-year AFD funded WASH project in Isingiro district, Uganda, whose primary role will focus on providing direct oversight for the WASH Social Behavior change or public health interventions for the project. He/she is expected to guide, coordinate, manage and monitor WASH SBC/hygiene related project activities, leading to successful outcomes. In addition, the incumbent must interact with a range of colleagues involved in the project area, and ensuring the efficient use of resources.

Engagement:
You will work closely with local leaders, OPM, DLG, MWE, NWSC, NGOs, and other stakeholders to build robust networks.

Delivery:
You will implement community engagement activities related to WASH Social behavior change (SBC) ensuring they are inclusive, effective, and aligned with broader health goals. Your efforts will aim to contribute to improved better sanitation and hygiene practices and health outcomes.

Key Duties & Responsibilities
ESSENTIAL DUTIES AND RESPONSIBILITIES
• Develop the project WASH SBC/public health strategy with clear deliverables and interventions.
• As per the strategy, be responsible for planning, implementation, and monitoring of WASH behavior change (SBC) project activities to achieve the set objectives.
• Facilitate the implementation of the health/hygiene behavior change campaigns at community, household and institution level in close collaboration with partners and community structures and all relevant stakeholders to achieve set objectives and targets.
• Work closely with Programme partners and relevant government departments at district level, civil society organizations (CSOs) and community teams to ensure effective coordination and quality delivery of hygiene interventions in line with donor and ACF standards.
• With support from the WASH sector lead and Head of program, implement and monitor all hygiene behavior change communication activities planned under the project, ensuring adherence to the package design and supporting target beneficiaries to actively participate in implementation and monitoring.
• With support from the WASH sector lead and Head of program, facilitate review meetings and capacity building sessions for village health teams (VHTs) and other WASH community structures on SBC interventions and sustainability planning and monitor and support their performance.
• Working with the Communications & MEAL Department and assisting in documenting project outputs, outcomes and impacts in various forms, including media stories, lessons learned, case studies, client satisfaction, and other areas.
• Compile activity and monthly reports and submit to the management and donor.
• Work in collaboration with partner staff to ensure coordinated delivery of interventions at community and district level.
• Take part in periodic project review meetings with relevant stakeholders on a regular basis to address partnership or emerging implementation challenges and strengthen the partnerships and project success.
• Take part in monitoring of hygiene interventions (technical and financial) in line with ACF’s monitoring standards and M&E framework of the project.
• Develop relationships and build alliances within and across sectors within the geographical designation
• Perform other duties as assigned.

Fiscal Responsibility
• Manage budget allocations for hygiene and sanitation interventions, ensuring resources are used efficiently to maximize impact.

Physical Demands and Working Conditions
• This position involves frequent local travel to community sites and requires flexibility to work outside regular office hours as needed.

Requirements
REQUIRED QUALIFICATIONS
• Bachelor’s Degree in public health, Environmental health, environmental science, community rehabilitation, or equivalent.
• A post graduate studies in management, M&E, public health, social development is an added advantage.

Specific experience
• Minimum of 10 years working experience in Social Behavior change/public health promotion and municipal waste/industrial waste management.
• Relevant experience in social marketing, awareness raising and compensation claims preparation for infrastructure projects.
• Experience in Rural water, sanitation and hygiene programming.
• Good understanding of Participatory SBC approaches.
• Experience with AFD or other international donor-funded projects.
• Experience in a refugee context and Implementing humanitarian – Development nexus project.
• Good understanding of the local community content and connected power dynamics is desirable.
• In-depth knowledge of community dynamics and participatory facilitation and training techniques.
• Fluent in English and local languages spoken in Nakivale & Oruchinga settlements and Isingiro district.

Required Skills
• Proven track record in successfully developing and implementing community engagement strategies.
• Strong interpersonal and communication skills, capable of effectively working with diverse community groups.
• Experience in facilitating workshops, meetings, and community gatherings.
• Ability to work independently and collaboratively in a fast-paced and challenging environment.
• Strong leadership and team management skills.
