JOB DETAILS:
Summary: The U.S. Mission in Uganda is seeking eligible and qualified applicants for the position of Refugee Coordinator Associate.

The work schedule for this position is: Full Time, 40 hours per week.

Start date: Candidate must be able to begin working within a reasonable period of time following receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Supervisory Position: No

Duties:
Join the small but mighty refugee office in Embassy Kampala! We are a regional office for the State Department’s Bureau of Population, Migration, and Refugees, and oversee refugee assistance programs in Uganda, Rwanda, Burundi, and Tanzania, and the resettlement of refugees to the United States from 27 countries across Africa.
The Refugee Coordinator Associate plays a critical role in both assistance and resettlement and reports to the section head, who is the Regional Refugee Coordinator. Join us and do the following:
• Draft cables that directly affect U.S. refugee policy for one of the largest refugee populations in the world
• Monitor and evaluate significant U.S. Government funding, including direct grants to NGOs and local implementation of global contributions to U.N. agencies.
• Travel to refugee settlements in Uganda to see our funding in action.
• Liaise with headquarters counterparts, other U.S. Government agencies, other donors, and refugees to improve our assistance while adjusting to a growing funding gap in humanitarian assistance.
• Support the resettlement of refugees to the United States
• Gain in-depth knowledge of refugee assistance, resettlement, multilateral institutions, and the complex challenges of refugee affairs in East Africa
• Work with a small, not-too-serious team to create serious good in the world.
• This job also shares responsibility for administrative support for the section. There are only four of us, so if something needs to be done, we have to do it ourselves!

Qualifications and Evaluations
EDUCATION:
• 2 years university studies is required.

Requirements:
EXPERIENCE:
• Three years of experience in planning or administering programs or projects is required.

JOB KNOWLEDGE:
• Familiarity with the issues involved in humanitarian relief and development assistance in developing countries. Knowledge of division of roles and responsibilities of different offices and agencies, including the work of USAID, Centers for Disease Control, and PEPFAR.

Evaluations:
LANGUAGE:
• Level IV (Fluent) speaking/reading/writing of English is required. This may be tested.

SKILLS AND ABILITIES:
• Computer skills in the information systems employed by the Department of State (e-mail, Word, Outlook, Excel, Power Point, and others);
• Ability to travel to refugee camps and other associated sites, willingness to travel and lodge under uncomfortable conditions;
• Commitment to maintain effective interpersonal relationships in a diverse work environment;
• Ability to follow instructions and support policy and management decisions of the supervisory chain of command; ability to utilize operating procedures, federal regulatory requirements and policies governing refugee and environment matters;
• Ability to draft routine correspondence and cables; possession of a Secret clearance, or the ability to get one.
• Basic typing skill and good numerical skills are required. This may be tested.

Qualifications:
• All applicants under consideration will be required to pass medical and security certifications.
