Background
Energising Development (EnDev) is a global multi-donor partnership implemented by Deutsche Gesellschaft fiir Internationale Zusammenarbeit (GIZ) that facilitates access to modern energy services in 25 countries worldwide. in Uganda, EnDev, under the Promotion of Renewable Energy and Energy Efficiency Programme (PREEEP), cooperates closely with the Ministry of Energy and Mineral Development (MEMD).

There is still a heavy dependence on biomass in Uganda, especially for cooking. Biomass provides for 90% of the total primary energy consumption, in form of firewood, charcoal or crop residues. This has caused rapid depletion and overuse of forests, leading to fuel scarcity in rural areas and an increase in price levels of charcoal and fuelwood in urban areas. With the recent increase in refugee numbers in Uganda the issue of sustainable energy access in refugee settlement has become prominent on the development and humanitarian agenda. This poses the essential question to which extent a substitution of “for free“-distribution with more market based approaches is possible.

In order to assess such possibilities in a one year pilot, EnDev Uganda is looking for a Refugee Settlements Energy Coordinator. The expert's tasks will include on ground coordination with a number of partners ranging from OPM, UNHCR, donors to implementing NGOs.

Responsibilities
The expert is responsible for:

  • Concept development and project management for market-based energy interventions in refugee settlements
  • Provision of strong expertise in working and coordinating activities with OPM, UNHCR and international frameworks and guidelines
  • Coordination of field activities with OPM, UNHCR, implementing NGOs and other partners
  • Coordination and guidance for field staff and the implementation of activities
  • Internal and external knowledge management and communication and networking within GIZ as well as with donors and implementing partners
  •  Preparation of possible up-scaling scenarios fora continuation after the end of the pilot
  • Assisting the supervisor in his management and technical tasks

Tasks
The expert performs the following tasks:

  • Development of concepts, budgets and strategies for the pilot phase Project management of field activities as well as office and budget management
  • Providing expertise within the humanitarian sector and refugee settlement management
  • Establishment of a smooth working relationship with other relevant actors and stakeholders
  • Partner engagement through regular communication, meetings, field visits etc.
  •  Knowledge management, communication, networking and reporting
  • Coordination of field implementation interacting and coordinating with both technical and academic consultants
  • Regular monitoring and coordination visits to project areas
  • Any other duties assigned and agreed to by GIZ

Required qualifications, competences and experience
Formal education

  • Preferably master's degree in a relevant area such as project or environmental management, development studies or other related fields
  • Relevant postgraduate qualifications are an added advantage

Professional experience

  • 5 years of professional working experience in a similar position within the humanitarian sector
  • Comprehensive understanding of the refugee environment in Uganda and of international trends within the sector
  • Very experienced in all communication related tasks and concept development
  • Experiences in working independently with a minimum of supervision
  • Experiences in coordinating and steering multiple tasks and processes under tight deadlines
  • Experiences in project management
  • Experiences in market-based approaches and/or in the household energy sector (i.e. cook stoves and solar products) is an added advantage

Other qualifications

  • Excellent communication skills, both orally and written
  • Outstanding presentation skills
  • Excellent English language skills
  • Computer literacy with good knowledge of MS Office (especially Word, Excel, PowerPoint)
  • Willingness to continuous learning
