Duty station: Northern Uganda (with frequent ,countrywide travel, to Kampala and other intervention areas)

Background
Energising Development (EnDev) is a global multi-donor partnership implemented by Deutsche Gesellschaft fiir Internationale Zusammenarbeit (GIZ) that facilitates access to modern energy services in 25 Countries worldwide. in Uganda, EnDev, under the Promotion of Renewable Energy and Energy Efficiency Programme (PREEEP) cooperates closely with the Ministry of Energy and Mineral Development (MEMD).

EnDev Uganda facilitates access to modern energy services through market development with the private sector for improved cook stoves (ICS) and solar PV products. In its ICS programme component EnDev Uganda supports Ugandan ICS companies to increase their production capacity, improve their product and service quality as well as competitiveness and marketability.
To foster rural lCS access, EnDev is implementing its Rural Partner Synergy Approach and partners with other development organizations, companies and NGOs active in areas such as agriculture, livelihood, community development, health or similar. EnDev assists these partners in mainstreaming energy access into their service portfolio and especially in training rural stove artisans to construct improved firewood stoves. These artisans set up small businesses to sustainably supply their communities with improved cook stoves. By this means, EnDev is also creating access to improved cooking for bottom of the pyramid households.

Responsibilities
The expert is responsible for:

  • Concept development and project management for market-based ICS energy access interventions in rural Uganda
  • Provision of expertise in working and coordinating activities with partnering development agencies, companies and NGOs as well as other GIZ programmes
  • Coordination of field activities with the above named partners
  •  Coordination and guidance for field staff, consultants and the implementation of activities
  • internal and external knowledge management, communication and networking within GIZ as well as with implementing partners
  • Assisting the supervisor in his management and technical tasks

    The expert performs the following tasks:

Tasks

  • Development of concepts, budgets and strategies for rural energy access interventions
  • Project management and supervision of field activities as well as office and budget management
  • Providing expertise to partners in regard to rural energy access
  • Establishment of smooth working relationships with all rural energy access partners '
  • Partner engagement through regular communication, meetings, field visits etc.
  • Knowledge management, communication, networking and reporting
  • Coordination of field implementation interacting and coordinating with both technical and academic consultants
  • Regular monitoring and coordination visits to project areas
  •  Coordination of the EnDev monitoring and verification process for rural ICS market development activities
  • Any other duties assigned and agreed to by GlZ

Required qualifications, competences and experience
Formal education

  • Master's degree in a relevant area such as development studies, biomass energy, environmental management, forestry, business or social administration or other related fields
  •  Relevant postgraduate qualifications are an added advantage
    Professional experience
  • 5 years of professional working experience in a similar position within the energy sector
  • Comprehensive understanding of the topic of energy access as well as new trends within the sector
  • Experiences in working independently and target oriented
  • Experiences in staff and consultant coordination
  • Experiences in coordinating and steering multiple tasks and processes under tight deadlines
  • Experiences in project management
  • Experiences in monitoring and evaluation
  • Prior working experience with GIZ preferably or a similar organisation is an added advantage

Other qualifications

  • Excellent communication skills, both orally and written
  • Outstanding presentation skills
  • Excellent English language skills
  • Computer literacy with good knowledge of MS Office (especially Word, Excel, PowerPoint)
  •  Willingness to continuous learning
