JOB DETAILS:
SIHA is searching for a self-driven, technically proficient Human Resource Manager to join our team at the Regional Office. The Human Resource Manager will be vital in coordinating and providing technical support for SIHA’s workforce of over 70 staff members.
We seek a talented HR Manager who can excel in recruiting, nurturing, and advancing staff capacity and ensure implementation of policies and overseeing procedures. This individual will take charge of Human Resources and administrative responsibilities, enhancing the overall SIHA work environment. The Human Resource Manager will work closely under the direct supervision of the SIHA Head of Finance and Administration and collaborate closely with the Management Team.
Roles and Responsibilities of the Human Resource Manager
The HR Manager holds a pivotal role in overseeing staff welfare and is instrumental in the recruitment process, ensuring the quality control of HR documents and procedures. Operating as a versatile generalist, the HR Manager manages several functional areas, including departmental development, Human Resources Information System (HRIS), recruitment, employee relations, training, development, and benefits administration. The HR Manager takes charge of administering human resources policies, procedures, and programs. Their responsibilities encompass coordinating the implementation of services, policies, and programs through the Human Resources team. Key tasks include:
• Employee Relations: Nurture positive employee relations within SIHA by fostering an environment where employees feel valued, engaged, and supported while promptly addressing any issues or concerns that may arise among staff.
• Onboarding and Training: Develop, update, and execute effective onboarding and training programs for new hires.
• New Hire Onboarding: Conduct thorough new hire onboarding sessions to ensure comprehension of policies and procedures, obtain necessary signoffs, and disseminate relevant materials.
• Quality Check: Prior to a new employee’s commencement of work, perform quality checks by verifying reference checks, Certificate of Good Conduct/Police Clearance Certificate (for international staff), and conduct background checks.
• HRIS Management: Ensure timely and accurate entry of employee data, including initial hires, transfers, promotions, and terminations, into the established Human Resource Information Systems (HRIS). Ensure this information is also integrated into the payroll system once implemented.
• Travel: Conduct regular field visits to SIHA offices to review human resources and administrative procedures and assist/ support coordinators in their needs.
• Staff List Maintenance: Collaborate with the Procurement Officer and Admin Officer in the Regional and Country Offices and the administrator to keep the staff list current, reflecting staff changes such as new hires, promotions, deletions, etc. This information should be updated by the end of each month.
• Documentation Compliance: Ensure new staff receive all statutory documents and assist in completing the necessary forms.
• Recruitment Process: Collaborate with various departments to update job descriptions, advertise positions, facilitate the entire recruitment and hiring process, and ensure a complete orientation package and that all staff are oriented, including participating in interviews.
• Contract Management: Prepare staff contracts and closely monitor contract expiration dates. Liaise with managers to keep them informed about contract renewals or non-renewals.
• Applicant Tracking: Keep track of applicant flow, maintain eligibility lists of qualified candidates for future consideration, and assist in collecting and analyzing recruitment data.
• Additional Responsibilities: Undertake any other duties as assigned to ensure the effective administration of SIHA’s Human Resources section, aligning with program objectives and maintaining high professional standards.
Education/Experience:
• Bachelor’s degree in human resource management or a related field. A Higher Diploma in Human Resources is highly preferred.
• Minimum of eight (8) years of paid work experience, with at least five (5) years of work experience in an HR position.
• Five (5) years of experience managing recruitment nationally and internationally is preferred.
• Previous experience working with an International NGO is highly desirable.
• Membership in the Human Resource Management Association or a related association is preferred.
Knowledge/Skills:
• Proficiency in MS 365, including SharePoint, Teams, Excel, and PowerPoint.
• Exceptional collaboration skills and the ability to quickly learn new technologies.
• Proficient in analyzing processes and translating them into automated solutions.
• Commitment to providing exceptional customer service.
• Strong multitasking skills and comfort in dealing with ambiguity.
• Ability to work effectively in a matrix structure, where accountability may involve multiple managers.
• Dedication to and alignment with the organization’s mission.
Abilities: The Human Resources Officer should possess the following abilities:
• Proactive listener, mediator, and problem solver when conflicts or challenges arise. Ability to respond to staff concerns in a timely and effective manner.
• Ability to promote open communication, resolve disputes amicably, and ensure that employee grievances are addressed fairly.
• A strong command of the English language.
• The capability to maintain a high level of confidentiality and integrity of personnel
• The ability to interpret and apply good HR practices and principles with sound judgment.
• Proficiency in managing a diverse workload under pressure with competing priorities.
• Demonstrated organizational and time management skills.
• The capacity to work as a team member in a multicultural environment.
• Effectively managing a large and diverse workload under pressure, prioritizing tasks effectively.
• Maintenance of high-performance standards with meticulous attention to detail.
• A positive and receptive attitude when receiving instructions from the Supervisor.
• The ability to conduct oneself professionally and courteously, representing the best interests of SIHA Network.
