JOB DETAILS:
The Danish Refugee Council (DRC) is an independent international non-governmental organization, working in 40+ countries throughout the world, and our primary mandate is to promote durable solutions for refugees and displaced populations. DRC East Africa & Great Lakes (EAGL) region provides urgent response at the onset of displacement and works with displacement-affected populations - both internally and across borders - to develop solutions to the challenges that they face. The DRC office in Nairobi is a Regional Office providing management support and strategic direction to DRC programs operating in East Africa & Great Lake region. The EAGL Regional Office covers the following country operations: Burundi, Djibouti, DR Congo, Ethiopia, Sudan, Kenya, Somalia, South Sudan, Tanzania and Uganda.

Overall purpose of the role:
The Regional HDP Manager will be the key focal point at regional level for DRC’s core sector of Humanitarian Disarmament and Peacebuilding. S/he will be responsible for working across Country Offices, regional staff and the HQ HDP Unit to develop relevant and effective programming in the areas of humanitarian disarmament, peace and stability, conflict prevention/mitigation, fragility and security governance, borderlands and cross-border programming, and ensure quality programme delivery throughout the portfolio. Furthermore, the position will engage with key technical counterparts in other agencies, donors, academia and the technical disciplines within the broader DRC organization at both country, regional and HQ levels.

Key responsibilities:
Programme development and programme guidance
• Participate in the design and formulation of humanitarian disarmament and peacebuilding programming, as well as contribute to the start-up of new HDP projects.
• Ensure that all HDP activities are coordinated with and complementary to each other and well-coordinated within DRC and among external partners.
• Disseminate and operationalize guidance on developed practices from HDP globally and in the region as well as monitor trends and practices from the broader humanitarian disarmament and peacebuilding communities of practice.
• Support HDP programmes to adapt and contextualize global tools to their local environments.
• Support country and regional programme design and implement conflict analysis and conflict sensitivity analysis to enable conflict sensitivity mainstreaming at project, area and programme level.
Staff capacity development
• Ensure HDP field staff are well trained and have the relevant skills and capacities to deliver programmes and projects effectively and with quality.
• Carry out field visits to project sites in support of HDP project implementation staff and/or to support other programmes or operational staff on conflict sensitivity and analysis.
• Support in knowledge sharing with other RO and CO staff on humanitarian disarmament/humanitarian mine action, Armed Violence Reduction (AVR), Conflict Management (CM) and peacebuilding, and assist in improving awareness of HDP’s work and methodology amongst EAGL staff.
• Provide technical support on humanitarian disarmament, AVR, conflict management and peacebuilding to country programmes
• Provide support on induction training for incoming staff on thematic areas related to the HDP sector
• Build capacity of DRC staff in conflict analysis and conflict sensitivity analysis and application in programme development and implementation.
Programme Quality
• Ensure focus on programme quality, best practice and strategic coherence of the HDP activities in each country, and monitor and follow up implementation with HDP senior staff and/or other relevant management staff in country.
• Support the identification of new innovative methods for the improvement of HDP’s peacebuilding programming across the EAGL region.
• Ensure strong and coherent data management, monitoring and evaluation within humanitarian disarmament and peacebuilding interventions, and HDP’s reporting structures working closely with the Regional Monitoring, Evaluation and Learning Team. Ensure documentation and consolidation of success stories, which can be communicated externally.
• Support quality programme assessments, baseline studies, reviews and evaluations as well as impact assessments
• Ensure the incorporation of and focus on Youth and Gender in HDP programming, the link between Climate Change, Displacement and Conflict as well as borderlands programming and guide the advancement of these approaches within the HDP portfolio.
• Enhance conflict sensitivity mainstreaming throughout regional programming through inclusion of conflict sensitivity indicators in MEAL processes.
Business Development
• Support proposal development processes through technical input and review of HDP related interventions as well as conflict analysis and sensitivity approaches.
• Conduct quality assurance of peacebuilding related proposals and reports as requested, and work with Humanitarian Disarmament colleagues at HQ for mine action QA processes
• Support resource mobilization efforts including through technical liaison and engagement with donors, stakeholders and coordination mechanisms etc.
• Coordinate with other actors and stakeholders both at a country specific level and regional level to ensure that HDP programming is well linked into other related initiatives.
• Map and maintain existing relationship within both humanitarian disarmament and peacebuilding networks and create/strengthen relationships with new networks.
Borderlands working group and knowledge hub
• Support coordination of efforts to strengthen and further develop the Borderlands Working Group (BWG) and the Borderlands Knowledge Hub (BKH) in East Africa and Great Lakes.
• Oversee the borderlands and cross-border workstreams in the region through line management of the Borderlands Specialist
Grants Management
• Ensure quality control and oversee the management of DANIDA-funded regional and multi-country grants within the EAGL region (across DRC’s technical sectors) through the line management of the Regional Grants Specialist.
• Promote linkages between the Grants Management role and the Regional Business Development Coordinator, programmes and finance staff in the RO and the different Country Offices (COs) grants colleagues.
Other
• Other tasks as assigned by the Regional Head of Programmes and which are related to the above responsibilities.

Qualifications and Experience
• University Degree in Peace, Conflict, Security, Development Studies, War Studies, Political Sciences or commensurate level of experience
• At least 5 years programming experience in the areas of humanitarian disarmament, security governance, conflict management, social cohesion or stabilization.
• Minimum of 5 years working experience at an international level with development, humanitarian or peacebuilding agencies.
• Minimum of 5 years field experience in conflict affected areas; experience in East Africa and Great Lakes is an advantage
• Strong contextual understanding of the East Africa and Great Lakes region
• At least five years prior experience in staff mentoring, coaching and/or training
• Proven experience in project management, including planning and project development, budget management, reporting, and monitoring and evaluation
• Experience with team/people management
• Fluency in English and French (working level)
• Knowledge of regional languages desirable
• High degree of computer literacy

Conditions
Contract: One year contract with possibility of extension, subject to funding and performance. Salary and other conditions are offered in accordance with DRC’s Terms of Employment for Kenyan National Staff ; Employment band Management F Un-accompanied post.
Availability: 1st July 2024
Duty station: This position is based in Nairobi, Kampala, or other DRC office in the region, with extensive travel across the region
