JOB DETAILS:
Overview:
• URC is seeking experienced Regional Monitoring and Evaluation Advisors for Acholi (Gulu), Bugisu (Mbale), Busoga (Jinja) and Karamoja (Moroto) for the USAID Uganda Health Activity (UHA), a five-year program. The purpose of UHA is to support the Government of Uganda’s (GOU’s) efforts to increase the survival and well-being of vulnerable populations and improve overall health system resilience in seven priority regions. The program will strengthen the quality and availability of MNCH, FP/RH, nutrition, and facility-level WASH services as well as health systems at the regional-, district-, facility-, and community-levels.

Responsibilities:
• The Regional M&E Advisor is responsible for coordinating regional implementation of project M&E systems to measure and document program processes, outputs, and results by routinely and systematically collecting, analyzing and presenting program data for Activity staff, partners as well as the donors.

Specific responsibilities include the following:
• Take leadership in the management of regional data.
• Support the implementation of the project performance-monitoring plan at the regional level, ensuring adherence to the donor’s M&E guidelines throughout the project.
• Support the design and implementation of project data collection and evaluation in partnership with technical staff.
• Perform data analyses; generate reports of findings, and visualizations to contribute to reporting requirements and project communications products.
• Support in preparing monthly, quarterly, semiannual, and annual programmatic performance reports and their submission in the stipulated deadlines.
• Ensure all M&E relevant data and reports are entered into the various donors’ reporting systems
• Oversee data quality work and related M&E strengthening including routine data quality assessments (RDQAs) and validations.
• Design, share, manage and troubleshoot databases used by the different technical officers.
• Oversee the development and dissemination of tools for data collection, storage, and analysis.
• Build the capacity of the Activity staff, partners, and other stakeholders to analyze data and advocate for quality data use for evidence-based programming.
• Provide support to technical staff and other stakeholders at all program intervention levels in the use of health data and information.

Qualifications:
Required Experience and Qualifications

• A Bachelor of Statistics, Economics or a related field,
• Minimum of 8 years leading M&E for large health system strengthening and/or service delivery programs.
• Experience with DHIS2 or similar health management information systems.
• Expertise in qualitative and quantitative research and evaluation methodologies.
• Knowledge of current M&E, impact evaluation assessment trends, methodologies, and resources
• Proficiency in use of Microsoft Office products, as well as data analysis software (e.g. STATA, SPSS, EPI INFO, etc.).
• Familiarity with the various government-led reporting and data collection systems.
• Strong written and oral communication skills with a demonstrated ability to review, synthesize information and produce quality reports.
• Experience with data collection methods and management of information systems.

Desired Experience and Qualifications
• Previous experience working with URC and USAID is an added advantage.
• Masters in demography/Population studies, Public Health , epidemiology, Statistics or post graduate training in M&E will be an added advantage.
